About The Position

The Senior Data Governance Analyst will support the Virginia Department of Behavioral Health and Developmental Services (DBHDS) in implementing and continuously improving enterprise data governance. The role integrates people, processes, policies, and technology through business analysis, process design, requirements management, and cross-functional stakeholder collaboration. It emphasizes governance operations, sustainable business processes, operational accountability, and organizational adoption rather than hands-on application development, while requiring extensive technical data experience to collaborate effectively with enterprise technology teams. The analyst will work with data owners, data stewards, business units, enterprise architecture, engineering, security, analytics teams, and external partners to translate governance policies, standards, and decisions into repeatable, measurable operational processes. The position calls for advanced facilitation skills to lead complex discussions, reconcile competing priorities, clarify governance responsibilities, and support decisions made by authorized stakeholders. Work includes identifying governance gaps, performing root-cause analysis, documenting current- and future-state processes, developing standard operating procedures, and supporting operational controls. The role also contributes to data quality improvement, access governance, data sharing, enterprise data onboarding, master and reference data management, compliance reviews, and governed data product requirements. It is a hybrid contract assignment in Richmond, Virginia, with two days per week on-site and remote work on remaining scheduled workdays, subject to agency requirements. The stated assignment dates are November 16, 2026, through November 30, 2027.
