About The Position

International Logic Systems [ILS] is seeking a senior consultant to support data profiling, integration, automation, storage, analytical modeling, Power BI development, and the technical design of an extensible analytics framework. The consultant must work independently, engage directly with business and technical stakeholders, and translate evolving oversight and investigative goals into documented requirements, data solutions, and usable analytics products. Senior Data Analytics Consultant and Senior Technical Business Analysts will support a lean data analytics environment and help deliver data acquisition and automation solutions, business intelligence products, dashboards, data visualizations, analytical models, ad hoc reports, and investigative tools. The work requires judgment in an ambiguous environment. The consultants will collaborate with business users, the Client CIO organization, Client application teams, and other government agencies to understand business objectives, define risk indicators and analytical use cases, identify appropriate internal and external data sources, and establish approved methods for acquiring and using the data. Solutions must be structured as an extensible framework so that data sources, indicators, rules, and analytical products can be added or modified as business priorities evolve. This position requires in-office presence two days per week at our headquarters (Fairfax, VA 22033), so candidates must be local to the DC Metro area.

Requirements

  • Demonstrated senior-level experience independently leading data analytics, business analysis, data engineering, business intelligence, or comparable data-intensive initiatives.
  • Ability to engage business users directly, understand goals rather than only stated solutions, navigate ambiguity, ask effective questions, and convert evolving needs into actionable requirements and analytical deliverables.
  • Demonstrated experience eliciting, analyzing, documenting, validating, and communicating business, functional, data, and technical requirements to both business and technical audiences.
  • Hands-on experience identifying data sources, mapping required data elements to business needs, coordinating access with source system teams, and documenting acquisition procedures and dependencies.
  • Strong technical understanding of data acquisition, integration, transformation, storage, data quality, data modeling, automation, and analytical solution delivery.
  • Hands-on experience designing and delivering Power BI dashboards, reports, visualizations, semantic models, or interfaces to approved enterprise data sources.
  • Proficiency with SQL and demonstrated ability to analyze structured data, define transformations, validate results, and support repeatable data processing.
  • Experience designing modular or extensible data and analytics solutions that can accommodate new or changed data sources, business rules, risk indicators, and reporting requirements.
  • Ability to collaborate effectively with application teams, infrastructure and security personnel, data owners, external agencies, and business stakeholders while retaining ownership of assigned outcomes.
  • Strong written communication skills, including the ability to produce precise requirements, process and data documentation, technical plans, architecture content, status reports, and user guidance.
  • Strong verbal communication and facilitation skills, with the ability to explain technical findings, data limitations, tradeoffs, and proposed solutions clearly to nontechnical users.
  • Ability to manage priorities, dependencies, risks, and blockers in an iterative environment while working productively as part of a small, complementary two person team.
  • Demonstrated attention to cybersecurity, privacy, access controls, approved software and services, and governance requirements when working with sensitive or investigative data.

Nice To Haves

  • Knowledge of human behavior, social sciences, behavioral research, or related disciplines that can help interpret investigative questions, stakeholder behavior, and the context behind risk indicators.
  • Experience with research methods, survey research, statistical analysis, exploratory data analysis, or data mining.
  • Experience supporting an Office of Inspector General, Federal oversight organization, CIGIE community, or other Federal Government stakeholder environment.
  • Experience with fraud, waste, abuse, compliance, investigative analytics, entity resolution or entity search, anomaly identification, or red flag indicator development.
  • Experience with one or more technologies including AWS Commercial Cloud, Amazon S3, Microsoft SQL Server, PostgreSQL, Python, R, PowerShell, Power Apps, Power Automate, Active Directory, or Microsoft Entra.
  • Experience supporting cybersecurity and IT governance reviews or Authorization to Operate activities for analytical tools, hosted applications, or supporting infrastructure.
  • Experience integrating or analyzing data obtained from multiple internal applications and external government, commercial, compliance, financial, personnel, travel, procurement, sanctions, or investigative sources.
  • Experience developing product-based training, conducting iterative demonstrations, incorporating user feedback, and transferring knowledge to business and technical users.
  • Experience working effectively on Government Furnished Equipment and within controlled environments that restrict software, connections, data access, and system changes.

Responsibilities

  • Work independently with business users to understand oversight and investigative goals, current processes, pain points, desired decisions, and expected analytical outcomes.
  • Plan and facilitate stakeholder interviews, working sessions, and iterative product discussions with business users, Client CIO team members, application teams, and external agencies.
  • Translate high-level or evolving needs into clear business, functional, data, analytical, technical, security, access, and operational requirements, with documented assumptions, decisions, dependencies, and open questions.
  • Help stakeholders refine risk indicators and investigative use cases, and translate them into data elements, source mappings, analytical rules, measures, visualizations, and reporting needs.
  • Identify and evaluate relevant internal and external data sources based on approved priorities, including source owners, points of contact, availability, acquisition procedures, privacy considerations, and approved read only access methods.
  • Coordinate with each responsible application team or external data provider to obtain the required data without introducing unapproved APIs, service accounts, direct database connections, infrastructure, or changes to systems.
  • Profile, clean, prepare, reconcile, transform, and validate data for storage and analytical use; document data limitations and quality concerns that could affect results.
  • Design and implement a modular analytics framework that separates data acquisition, processing, storage, analytical logic, and presentation so data sources and rules can be added or modified over time.
  • Configure and manage approved data acquisition and automation processes, including full or partial automation for the priority data sources selected with the Task Monitor.
  • Develop and maintain data models, interfaces, reports, dashboards, visualizations, and business intelligence products using Power BI and other approved tools.
  • Support the customization and configuration of the Investigative Entity Search Tool and the development of the Investigative Red Flag Indicator Tool based on available data and stakeholder-defined metrics.
  • Use approved querying, programming, and automation capabilities as appropriate, including SQL, Python, R, PowerShell, Power Apps, Power Automate, and the client-supported orchestration capabilities.
  • Contribute to an iterative architecture and phased setup plan for the lean analytics environment, including data storage, databases, analytics tools, system access, and interfaces within the client environment.
  • Ensure solutions, scripts, data handling, storage, and analytical practices comply with the client’s cybersecurity, privacy, IT governance, and Authorization to Operate requirements when applicable.
  • Recognize when a proposed capability changes the agreed technical boundary or creates a new connection, software, security, operational, or infrastructure dependency, and elevate it for CIO review.
  • Deliver exploratory data analysis, data mining, statistical analysis, ad hoc reports, and other emerging analytical work as prioritized by the Task Monitor.
  • Prepare comprehensive, maintainable documentation covering requirements, data acquisition, data automation, infrastructure, system access, analytical logic, Entity Search, Red Flag Indicators, and delivered products.
  • Provide iterative product-based training and knowledge transfer to business stakeholders and relevant partners, and incorporate user feedback into subsequent releases.
  • Manage assigned work, schedules, risks, dependencies, blockers, and status communications; support weekly project meetings and monthly reporting as required.
  • Produce clear, defensible analytical outputs suitable for audiences.
