About The Position

The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia. OIT oversees all major information and communications technology initiatives for the City of Philadelphia, aiming to increase the effectiveness of the IT infrastructure and ensure services are advanced, optimized, and responsive to the needs of the City's businesses, residents, and visitors. OIT's responsibilities include identifying effective approaches for new IT directions, improving the value of technology assets, ensuring data security and continuity, planning for service disruptions, and supporting accountable and efficient government operations across all city departments.

Requirements

  • High School Diploma and two years of post-high school education required.
  • Four years of preferred experience as a Data Scientist, Data Analyst, Data Engineer, or similar.
  • Attention to detail is critical.
  • Proficient in Microsoft Office Suite.
  • Proficient in data visualization tools like Tableau and Power BI.
  • Proficient in programming languages like Python, R, and SQL.
  • Exemplary organization skills.
  • Emphasis on customer service.
  • Exemplary written and verbal communication skills.
  • Must reside in the City of Philadelphia or establish primary residence in the City of Philadelphia within six months of hire.
  • Consistent reliability during normal work hours, off-hours availability including nights, weekends, and holidays, along with participation in an on-call rotation is required.
  • Maintaining a professional demeanor, customer service skills, curiosity, flexibility, and the ability to work well in teams are also necessary.

Nice To Haves

  • A college degree is a plus but not required.
  • One or more Data Science and/or Analytical certificates a plus.
  • Any equivalent combination of education and experience deemed acceptable by Human Resources and the Deputy Chief Information Officer/Chief of Staff will be considered.

Responsibilities

  • Manage the end-to-end data lifecycle for operational performance metrics and their financial impacts, including data acquisition, cleaning, and feature engineering of large datasets.
  • Utilize high-granularity data from Advanced Metering Infrastructure (AMI), SCADA, and leak detection analytics to propose optimal resource allocation for field operations.
  • Translate analytical insights into actionable, data-driven strategies to inform asset management decisions, mitigate water loss, and safeguard departmental revenue integrity.
  • Leverage large volumes of data from internal and external sources to analyze, organize, and understand it to determine clear strategies and next steps for solving problems for the Water Department.
  • Create data models and views based on large and complex data sets to facilitate research and reporting at PWD.
  • Conduct research to answer industry and business questions.
  • Employ sophisticated analytics programs, machine learning, and statistical methods to prepare data for use in predictive and prescriptive modeling.
  • Explore and examine data to find hidden patterns.
  • Automate work through the use of predictive and prescriptive analytics.
  • Communicate findings and analysis to key stakeholders.
  • Establish and maintain working relationships with teammates, other teams within and outside of PWD, and departmental officials within City government.
  • Maintain relationships with vendors.
