About The Position

Nationwide IT Services (NIS) is seeking a Senior Cybersecurity Engineer / Deputy Program Manager (DPM) for a potential opportunity supporting the USASMDC IT/IM contract. This hybrid leadership and technical role will provide enterprise cybersecurity engineering, compliance oversight, and program management support across multiple Task Requirements (TRs), with primary support to G6 Cybersecurity operations. The DPM will assist the Program Manager (PM) with overall contract execution and serve as a senior cybersecurity Subject Matter Expert (SME), ensuring mission assurance, RMF compliance, and cybersecurity readiness across USASMDC systems and networks.

Requirements

  • Bachelor’s degree in Cybersecurity, Information Technology, Computer Science, or related field
  • 10+ years of progressive experience in cybersecurity and IT systems support
  • 3–5+ years of program/project management or team lead experience
  • Project Management Professional (PMP) certification (required for DPM role)
  • Must meet DoD 8140 / 8570 certification requirements (e.g., CISSP, CASP+, CISM, or equivalent)
  • Active TOP SECRET clearance required; must be eligible for TOP SECRET / SCI
  • Advanced knowledge of: Risk Management Framework (RMF) lifecycle, FISMA and DoD cybersecurity compliance, eMASS, ACAS/Nessus, and vulnerability management tools
  • Experience with: Enterprise IT environments (NIPRNet/SIPRNet), Cybersecurity assessments and audits, Security documentation and accreditation artifacts
  • Strong leadership, communication, and organizational skills

Nice To Haves

  • Experience supporting US Army or DoD enterprise IT programs
  • Familiarity with USASMDC mission, missile defense, or space operations
  • Experience managing multi-location or CONUS/OCONUS teams

Responsibilities

  • Serve as Deputy Program Manager, acting on behalf of the PM as required
  • Support program execution, staffing, scheduling, cost control, and quality performance across all Task Requirements
  • Coordinate with KO, COR, ACORs, and Government stakeholders on contract performance and priorities
  • Assist in managing deliverables, reporting (MSR, MPCR, PMRs), and Service Request workflows
  • Ensure adherence to Quality Control Plan (QCP) and performance metrics
  • Support strategic planning, risk management, and operational coordination across geographically dispersed teams
  • Maintain oversight to ensure contractor personnel do not perform inherently governmental functions
  • Lead cybersecurity efforts supporting: RMF authorization and accreditation activities, FISMA compliance and Control Assessments (CA), Mission Cyber Readiness Validation assessments
  • Provide senior-level oversight for eMASS documentation, POA&Ms, SSPs, and ATO packages
  • Ensure systems comply with DISA STIGs, AR 25-1, AR 25-2, and DoD cybersecurity policies
  • Support Independent Validation & Verification (IV&V) and Security Control Assessor-Validator (SCA-V) activities
  • Oversee Continuous Monitoring (ConMon) activities across enterprise systems
  • Identify cybersecurity risks, vulnerabilities, and compliance gaps
  • Develop and track risk mitigation strategies and corrective actions
  • Guide incident response and cybersecurity event handling
  • Validate system configurations against STIG and security baselines
  • Ensure enterprise systems maintain Authority to Operate (ATO) posture
  • Provide cybersecurity input into system architecture, engineering, and modernization efforts
  • Develop and present technical reports, executive briefings, and out-briefs
  • Interface with system owners, government leads, and cross-functional teams
  • Support audit readiness and cybersecurity inspections
