About The Position

Nisga’a CIOPS delivers cleared professionals to support civilian and DoD customers worldwide across intelligence support, cyber/defensive cyber operations, IT O&M, infrastructure modernization, training, and logistics. We are looking for a Senior Counterintelligence Management Analyst to develop, coordinate, and implement enterprise performance measures to assess program effectiveness, operational efficiency, and mission alignment.

Requirements

Ten (10) plus years of knowledge/experience in the CI disciplines of CI investigations, operations, collection, analysis and production, functional services and/or mission support.
Strong organizational and recordkeeping skills.
Excellent written and interpersonal communication.
Ability to pass a employment background check.

Nice To Haves

A Bachelor's Degree is desired.
Training as a credentialed CI special agent or law enforcement at the State or Federal level is preferred.

Responsibilities

Analyze resulting enterprise-wide performance metrics, resource allocation and operational data to assess overall health of the enterprise. Identify trends, project requirements, and compare results to targets. Advise and assist leadership in interpreting results and recommend courses of action (COA) to address performance gaps. Recommend COAs to improve measurement accuracy and utility.
Compile, validate, and format enterprise performance data for submission to oversight bodies in compliance with requirements. Performance data submissions include at least General Defense Intelligence Program (GDIP), Congressional, Office of the Under Secretary of Defense for Intelligence and Security- (OUSD) (I&S) tasks.
Integrate enterprise equities into planning requirements and documents, including Combatant Command (CCMD) plans, national strategies, DoW guidance, the Joint Chiefs of Staff adaptive planning process, and interagency frameworks. Advise and assist planning teams and recommend COAs to ensure equities are fully incorporated.
Identify gaps, overlaps, or inconsistencies in policies, assess their impact, and recommend courses of action for resolution. Develop or revise policies, standards, Standard Operational Procedure (SOP)s, and guidance in coordination with OUSD(I&S) and Defense Counterintelligence Enterprise (DCE) to address identified issues. Submit to EMO as directed.
Track CI activities in support of mission areas, plans and strategies to identify gaps, and recommend courses of action for mitigation. Maintain stakeholder engagement and communication in support of ongoing CI activities.
Establish and maintain knowledge management processes and ensure data accuracy, timeliness, and completeness for all enterprise consumption, reporting and analysis.
Develop and maintain an enterprise-wide stakeholder engagement and communication strategy to ensure coordination across DoW, interagency, and allies. Assist in developing, hosting, facilitating, attending, and/or presenting at working groups, conferences and other CI-related symposia. Capture meeting minutes as necessary.
Perform duties as the Data Transfer Officer/Trusted Agent in order to facilitate records cross-domain transfers across the various systems, to include NIPR, SIPR, JWICS, CIOPS, and POM, in support of CI programs.
Remain responsive to DCE taskings and requests for information; Prepare and submit briefings, executive summaries, assessments, memoranda and/or information papers to EMO as directed.
Identify enterprise training needs through performance assessments, stakeholder input, mission analysis, and lessons learned. Utilizing governance structures, recommend, coordinate, support, and track delivery of approved training programs, including but not limited to Counterintelligence Activity Report (CIAR). Provide assistance to CI training entities by preparing, updating, and delivering presentations on DoW CI programs, as necessary.
Assist in the preparation of the annual budget justification for the Congressional Budget Justification Book (CBJB) and Congressional Justification Book (CJB).
Support EMO and DCE modernization efforts by providing expertise, input, and end-user guidance to develop systems, tools, and capabilities.
Identify and assess opportunities for the defense CI Enterprise to enhance capabilities, technologies, partnerships, or programs.
Identify, document, and communicate enterprise successes, best practices, and effective strategies that advance DoW/national priorities. Integrate into formal CI training as necessary.
Identify programmatic issues. Utilizing governance structures, recommend COAs, coordinate, support, and track resolution progress.
Assess CI activities, identify opportunities, and recommend courses of action for engagement with allies and partners to enhance mission effectiveness and interoperability. Assist in the development of the CI Engagement Strategy Report.
Identify, assess, and monitor enterprise risks and develop courses of action to mitigate them. Assist in the development of the Enterprise Risk Assessment Report.
Support enterprise governance by monitoring and deconflicting Cl activities, ensuring decision-making aligns with EMO, DoW/national policies, and advising governance bodies.
Track activities in assigned mission areas to confirm alignment with DoW/national priorities, identify gaps, and recommend COAs for mitigation.
Establish and disseminate, in coordination with the DoW CI Collection Manager, appropriate collection requirements for information and intelligence gaps identified in CI analytic production. Develop Intelligence Information Report (IIR) evaluation standards and management. Assist with the standardization and dissemination of CI collection requirements. Monitor satisfaction of validated DoW CI collection requirements and manage associated IIR evaluations.
Conduct CI Records Name Checks and source deconfliction. Conduct centralized deconfliction and maintain an auditable, electronic tracker of matters pertaining to CI operations and investigations.
Support the development and standardization of CI Threat Assessment Criteria for Defense Critical Infrastructure (DCI).
Monitor CI analytical products and Request for Information (RFI) responses for quality control, customer satisfaction, and analytic integrity; manage requests for DoW CI analytic products.
Assist with the deconfliction and coordination of CI support for Critical Technologies/Critical Program Information.
Support the deconfliction of CI activities in cases where multiple CI organizations have equities in the same Defense Critical Assets/Tier 1 Threat Connectivity Area (TCA)s.
