About The Position

Salt Lake County invites applications for a Senior Council Advisor position. This role involves performing work of a key policy-determining nature in a close and confidential relationship with individual members of the County Council and the designated political caucus. Assignments typically involve complex analytical work including policy development and analysis, with potential for significant broad effects. Responsibilities include gathering, organizing, analyzing, and verifying information; identifying issues and recommending options for proposed policy or legislation; and working with members of the administration and the public. The role also involves public relations activities and acting as a liaison with the community.

Requirements

  • Bachelor’s degree from an accredited college or university in a relevant field, plus two (2) years of progressively responsible experience in planning and public policy analysis; OR an equivalent combination of related education and experience.
  • Experience and proficiency with public budgeting is required.

Responsibilities

  • Represents Council Members at meetings, compiles evaluation reports, summarizes material presented, and advises Council Members on action to be taken.
  • Assists in the review of the annual budget for Salt Lake County and coordinates with Council Members regarding their budgetary requirements.
  • Reviews and evaluates budget requests from all departments and elected officials.
  • Attends meetings with or on behalf of Council Members.
  • Represents Council Members as assigned and coordinates information flow between outside entities and the Council.
  • Performs follow-up work on letters, calls, messages, and requests for information from County residents.
  • Interviews and assists individuals seeking information or assistance.
  • Visits and inspects various County facilities and programs and reports to Council Members on their status.
  • Reviews and answers incoming correspondence, and working with Council Members to determine those items that should go before the Council for action.
  • Coordinates and facilitates sharing of information from Council Members to various departments, divisions and elected officials, and requests information from those departments, divisions, and elected officials.
  • Meets with employee representatives to discuss employee issues and recommends Human Resource policies to Council Members.
  • Analyzes issues and makes proposals related to County Ordinances, Resolutions, and Countywide Policies and Procedures, and works with Council Members and other Council staff to develop and further policy goals.
  • Reviews Council agenda items and works with other Council staff to coordinate the preparation of documents and materials for Council consideration.
  • Exercises judgment and diplomacy in negotiations or discussions involving stakeholders within Salt Lake County government, other elected officials, department directors and County employees, as well as external stakeholders.
  • Responds to the needs of individual Council Members and manages their priorities with confidentiality.
