About The Position

The Senior Cost Analyst will provide Cost Analyst services for the Combat Support Directorate, Defense Threat Reduction Agency. The candidate will work within a team construct but also individually to meet client requirements.

Requirements

  • Knowledge and experience in PPBE Process, POM Planning and Current Year Budget Execution
  • Knowledge and experience in G-Invoicing, Receipt and acceptance and ULOs
  • Knowledge and experience in using DAI and PIEE
  • Knowledge and experience in use of all types of appropriations such as O&M, RDT&E and Procurement
  • Demonstrated experience in the ability and skills to manage multiple projects, keep track of, or adjust existing tasks while identifying new tasks and expectations as projects evolve.
  • Ability to perform detailed work with little guidance and interact in a positive manner with other government and industry personnel.
  • Ability to work under pressure and to adapt quickly in a changing environment and synthesize information and draft summaries and reports.
  • Proficiency with MS Office applications (e.g., Word, PowerPoint, Excel, and Project
  • Bachelor’s degree from an accredited college or university
  • A minimum of ten (10) years of professional Cost Analyst and Program Analyst experience.
  • Experience working with and briefing senior level DoD personnel; excellent verbal and written communication and organizational and interpersonal skills
  • Experience working in a time-sensitive environment with a high-level of accountability.
  • Must possess an active Secret security clearance and be eligible for immediate SCI nomination and indoctrination.
  • Must be a U.S. Citizen.

  • Master’s degree desired.
  • DFMCP Level II/III and/or CDFM and/or equivalent desired

Responsibilities

  • Provide Cost analysis of EAC trends and provide the client with expert recommendations
  • Conduct comprehensive cost and variance trend analysis on various requirements and contracts; establishing early warning indicators for cost overruns and identifying systemic financial risks.
  • Lead the development of Independent Government Cost Estimates (IGCEs) for complex acquisitions, utilizing historical data, market research, and cost/price inputs to establish reliable procurement baselines.
  • Demonstrate subject matter expertise in advanced cost/price estimating techniques; applying escalation factors, inflation adjustments, learning curves, and parametric estimating to ensure long-term program fiscal accuracy.
  • Provide support to ensure necessary Receipt and Acceptance and tracking of obligations, expenditures and Unliquidated Obligations (ULOs)
  • Provide support as needed for actions related to Agency Audit findings
  • Provide support in Future Year POM development, future spend plans and current year execution
  • Provide and recommend alternative Courses of Action (COA) to maximize client use of financial resources to accomplish mission

The projected compensation range for this position is $130,000 to $160,000 (annualized USD).
