About The Position

The Boeing Company’s Government and Enterprise Contracts Operations Organization is seeking a Senior Contracts Manager to lead the Common Contracts Systems (CCS)/Contract Life Management (CLM) Center of Excellence. This role supports the Government and Enterprise Contracts organization for all acquisitions. In this role, the Manager will lead a team of CCS Data Administrators with a strong focus on the quality of structured data entry into the system from Request for Proposal (RFP), Proposal Plan of Action, Proposal Milestones, Proposal submittal, Proposal Sweeps, Negotiation Handshake, and Certification. Timely entry of Contract Award is a critical component due to the system integrations with 13 Boeing systems and clause flow downs to our suppliers. This leader will have responsibility, accountability and authority (RAA) to work closely with Defense Contract Management Agency (DCMA) on Mechanization of Contract Administration Services (MOCAS) and CCS Reconciliation and to present to Boeing Global Services (BGS) and Boeing Defense, Space and Security (BDS) leaders on these reconciliations. In addition, this leader will be an integral part of our transition to our CLM tool. As such, this leader is required to not only have knowledge in our tools and understand the complete Contracting lifecycle from RFP to Closeout with a heavy emphasis on Contract Structure, Compliance and the systems CCS and CLM integrate for data sharing. This requires the development of strong relationships with our Information Technology (IT), Future Finance Systems (FFS) Business Partners and other internal stakeholders.

Requirements

  • Bachelor’s Degree or higher
  • 5+ years of experience using a contracting database (e.g. Common Contract System (CCS))
  • 5+ years of experience with Government proposals
  • 3+ years of experience leading or managing proposal development and negotiating commercial and/or government contracts
  • Must meet U.S. export control compliance requirements. To meet U.S. export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.62 is required. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.
