About The Position

The Senior Contracts Management Analyst will support Contracting Officer Representatives (CORs) and APM with contract or task and delivery order documentation maintenance, modification, and updating. This includes tasks such as Request For Proposal (RFP), Request For Quote (RFQ), Task Requirements Notices (TRN), Statement of Objectives (SOO), Statements of Work (SOW), Performance-based Work Statements (PWS), Service Level Agreements (SLA), Quality Assurance Surveillance Plans (QASPs), and Purchase Requests (PRs). The role involves tracking all assigned contracts, task and delivery orders, and maintaining, modifying, and updating appropriate documentation for option exercises or other post-award contract actions. This position is considered high-visibility or mission-critical, and the analyst will perform all duties independently, potentially overseeing less senior staff.

Requirements

  • Master's Degree plus 10 years relevant experience or Bachelor's Degree plus 14 years relevant experience.
  • DAWIA Level III Certification in Contracts Management or equivalent.
  • Working knowledge of federal contracting process and wide range of contract types, methods, and techniques.
  • Experience with FAR, DFARS, and NMCARS regulatory compliance.
  • Proficiency with Navy acquisition systems including AMS tool.
  • Experience supporting DOD/DON contracting offices.
  • Excellent oral and written skills.
  • Excellent critical thinking skills.
  • Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook.
  • Ability to work independently and as a team member.
  • Ability to learn and apply contracts management concepts to assigned duties.
  • Working knowledge of the federal contracting process.
  • Must be able to obtain and maintain the required security clearance for the position.
  • Eligibility requirements include US citizenship.

Responsibilities

  • Draft procurement-related documents in accordance with FAR, DFARS, NMCARS, DoD 5000 series requirements.
  • Coordinate Industry Days.
  • Develop Requirements documents, to include Market Research Reports, Work Statements, Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Findings for activities approval by the Government.
  • Provide administrative source selection support.
  • Administer contracts, to include preparation of Procurement Requests, Modification Requests, Technical Direction Letters/Technical Instructions, and tracking obligations/expenditures, and deliverables.
  • Evaluate and review contract terms and conditions.
  • Maintain contractual databases with excellent accuracy.
  • Enter purchase request information and contractual data.
  • Support small business capability analysis ensuring timely acquisition of materials and services.
