About The Position

JST is currently seeking an experienced Senior Contracting Program Manager. The PM will provide oversight and senior-level management to overall contract operations often involving multiple projects/tasks and groups of personnel at various locations. The Program Manager will also support the entire program with ongoing contractual/acquisition activities that include drafting and coordinating required contract modifications. Requirements

  • 12+ years of experience in Project or Program Management
  • 8+ years of experience in government contracting
  • Bachelor's degree in a related field
  • PMP or equivalent required
  • DAWIA Level II or equivalent required
  • MUST have an active secret clearance
  • MUST be able to successfully pass a drug screen and background check
  • Excellent time management and organizational skills
  • Excellent customer relationship management skills
  • Ability to work effectively with diverse teams to improve productivity and maximize efficiency
  • Excellent professional communication skills
  • Attention to detail and results oriented

Responsibilities

  • Provides oversight and senior-level management to overall contract operations often involving multiple projects/tasks and groups of personnel at various locations
  • The Program Manager maintains and manages internal and external relationships and is responsible for corporate management briefings regarding overall program status, including all projects under their purview
  • Support the entire Program with ongoing contractual/acquisition activities that include drafting and coordinating required contract modifications
  • Support the initial setup and establishment of the PMO project/program's common file structures, procedures, policies, and techniques
  • The PM is usually expected to provide the subject matter or unique technical expertise. The Program Manager shall have demonstrated experience managing a workforce, including program management's administrative and budgetary aspects
  • The Program Manager assigns resources and personnel to projects and is ultimately responsible for quality control and overall contract performance
  • Identifies and resolves a variety of financial and or budget-related policy issues, questions, and problems related to the Department's financial management program
  • Directs the planning and management of single or multiple projects and retains overall responsibility for performance including cost, schedule, deliverables, and contractual compliance
  • Responsible for the overall success of the project/projects and ensures goals and standards are successfully implemented. Serves as the senior liaison to government and outside representatives and coordinates activities of support personnel
  • Reviews progress of all obligations and maintains sufficient familiarity with operating and financial programs to make early recommendations for reprogramming actions
  • Ensures proper internal controls are in place and effective at all times; offers sound advice, recommendations, and alternatives to resolve problems
