About The Position

Reporting to the Manager of Contract Management in the Project Delivery Department, this role works as part of a multi‑disciplinary project team supporting the planning, sourcing, execution, and governance of contracted services throughout the full life‑cycle of the capital delivery work program, and customer‑driven projects. Work includes developing outsourced project contract approach and owner’s requirement package, leading competitive contracting processes, improving related project and program frameworks, and supporting effective contract execution through coordination with internal stakeholders and service providers. The role also supports contract administration, performance monitoring, issue resolution, and continuous improvement initiatives to ensure service provider outcomes align with business objectives, regulatory requirements, and industry best practices across stations and transmission programs.

Requirements

  • Requires a knowledge of engineering science and business administration, project management, electrical power systems and equipment relating to transmission/distribution assets, mathematics, information technology, analytical studies related to the application, design and performance of the transmission/distribution system.
  • Requires a thorough knowledge of economics to carry out economic evaluations and to compare alternatives and assess results.
  • Requires knowledge of technical writing for the preparation of contract documents, Scopes of Work, presentations and technical reports and specifications.
  • Requires a knowledge of scheduling software.
  • Requires experience of the electrical power system operational and business requirements, policies, practices and procedures governing transmission/distribution assets.
  • Requires a broad experience related to the design, performance, commissioning, operation and maintenance of transmission/distribution assets.
  • Requires experience in project management, including scoping, estimating, scheduling, execution planning, project monitoring and redirection and change management.
  • Requires specific experience as applicable to the particular specialty of the group.
  • Requires utility experience to be familiar with the construction, operation and maintenance of power systems and dealing with customers and suppliers.
  • Requires experience with corporate financial business and regulatory policies.
  • Requires experience to be familiar with the application of information technology to management control systems.
  • Requires experience to be familiar with the business and regulatory processes and procedures to a regulated utility.
  • Requires experience to be familiar with the development and organization of methods and work.
  • Requires experience to be familiar with the scope and responsibilities of the position, transmission and distribution facilities, organization and operation of related work groups, division of authority relative to the giving of advice and public participation programs.
  • A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.

Responsibilities

  • Lead operations research, technical/economic/environmental/business/regulatory impact assessments and other specialized technical/business studies to determine transmission/distribution customer/system needs of a complex nature; lead the development of strategies, alternatives and preferred solution; and facilitate delivery of solution through suppliers and service providers.
  • Lead the development of programs, processes and technical/operational/business standards related to the management of transmission/distribution assets.
  • Be responsible for monitoring, controlling and redirecting major programs and complex projects during the execution phase.
  • Co-ordinate activities with Service Providers.
  • Represent the unit on discussion and negotiation with customers, stakeholders and suppliers.
  • Prepare business cases for the management of transmission/distribution assets.
  • Act as team leader and multi discipline task co-ordinator for assigned projects.
  • Participate, as assigned, as a representative of the Company before regulatory agencies and other external interests.
  • Provide input to the business plan and regulatory submissions as required.
  • Lead the development, definition and preparation of programs, processes, technical/operational/business standards, procedures or methods, including risk management and costing, related to the management of transmission/distribution assets.
  • Provide guidance to and work with other interested groups in the implementation of recommendations.
  • Be responsible for the preparation of contract specifications and awards and provide necessary technical direction to service providers.
  • Monitor service provider performance, give redirection, as required and authorize payment.
  • Be responsible for organizing, scheduling, coordinating and assigning work with instructions, for providing advice and direction, for quality, accuracy and productivity of assigned project groups.
  • Participate as a representative of the Company before regulatory agencies, etc, in endeavours to advance the corporate interests.
  • Liaise with other internal work groups, divisions and outside interests.
  • Administer and assist Supervisor in the planning of work programs and development of operating budget.
  • Be responsible for preparing submissions to the regulatory bodies (e.g. OEB).
  • Analyze costs, including labour and material items, and provide explanations relating to variances.
  • Work with Service Providers to ensure capabilities to perform required works, negotiate contracts and performance initiatives, monitor and redirect work as required, and evaluate and communicate lessons learned to improve future contracting process and work accomplishment.
  • Maintain an awareness of advancing technology developments in transmission/distribution/business systems.
  • Assist supervisor in identifying resource needs and develop/mentor new staff.
  • Perform other duties as required.
