About The Position

White Pine Innovations, part of the Seneca Nation Group (SNG) portfolio, is seeking a Senior Contract Specialist to support a Department of Defense customer in Alexandria, VA. This role is crucial for conducting highly specialized, mission-critical procurements. The Senior Contract Specialist will act as a Subject Matter Expert in Life Cycle acquisitions, advising and supporting both pre-award and post-award contracting functions for a diverse range of complex requirements. These include services, supplies, Research and Development (R&D), and encompass mixed portfolios of Grants, Cooperative Agreements, Intragovernmental agreements, Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, and Technology Investment agreements.

Requirements

  • U.S. Citizen with current or ability to obtain DoD Secret Security Clearance
  • Bachelor’s degree required
  • 12+ years of government acquisition and contracting experience with full lifecycle expertise across complex programs
  • Expertise in Federal Acquisition Regulation (FAR) including acquisition planning, source selection, and contract negotiation across multiple contract types (including cost-reimbursement and incentive-based)
  • Strong experience in contract administration, including performance management, modifications, terminations, and closeout
  • Proven ability to develop requirements, conduct market research, build cost estimates, and prepare solicitation packages
  • Advanced analytical skills to resolve complex contracting issues and develop effective, compliant solutions
  • Proficient in cost/price analysis and establishing pre-negotiation positions
  • In-depth knowledge of acquisition regulations, contract types, and source selection procedures
  • Strong negotiation skills with senior government, industry, and technical stakeholders
  • Ability to complete more complex tasks with minimal guidance
  • Excellent communication and collaboration skills
  • Ability to travel to support client needs

  • Level III Defense Acquisition Workforce Improvement Act (DAWIA) certification
  • Certified Federal Contracts Manager (CFCM) certification through the National Contract Management Association (NCMA)

Responsibilities

  • Serves as Non-Government Advisor to Contracting Officers, Specialists, or Division
  • Manages the full contract lifecycle for complex systems and R&D programs, from acquisition planning through closeout
  • Conducts procurement planning, including market research, requirements development, and acquisition strategy for major programs
  • Develops and executes source selection processes, including solicitation preparation, proposal evaluation, and pre-proposal activities
  • Negotiates contract terms, conditions, and pricing, and leads contract award decisions
  • Performs contract administration, including funding actions, modifications, performance monitoring, and issue resolution
  • Advises program officials on procurement strategies, statement of work development, and contracting approaches
  • Applies innovative and compliant contracting solutions to address complex or limited cost/pricing data scenarios
  • Supports protests and claims
  • Coordinates with internal stakeholders and external agencies to support contract execution and performance
