About The Position

The primary purpose of this position is to manage procurement activities covering supply, services, and construction for the Authority. The incumbent will draft and negotiate contracts, develop procurement policies, and implement and maintain department procedures. All activities must support the mission, strategic goals, and objectives of the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”).

Requirements

  • Strong computer skills (MS Word, Excel, and Gmail).
  • Ability to learn other computer software programs as required by assigned tasks.
  • Bachelor’s Degree in business administration or related field.
  • Minimum of 5 years experience in contract/policy development, administration and/or contract negotiations, including a minimum of 3 years in the public sector.
  • Must possess a valid driver’s license and be insurable under the Authority’s plan.

  • Master’s Degree preferred.
  • An equivalent combination of education and experience may be considered.

Responsibilities

  • Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
  • Establishes, modifies, and maintains written procurement policies for the Authority; ensures policy compliance with HUD regulations and federal and state statutes.
  • Monitors and reports on the administration of all HACP contracting/procurement activities; establishes quantitative and qualitative benchmarks, timelines, and cost projections against which to measure contract activities; submits quarterly reports on findings, including analysis of appropriate documentation maintained in departmental offices and any contractor/vendor response to HACP inquiries.
  • Assists departments with establishing and monitoring proactive contract compliance practices, procedures and documentation.
  • Provides training to appropriate HACP staff on procurement policies and procedures; provides technical assistance to departments/staff on specific procurement issues/solicitations as needed.
  • Reviews, monitors, evaluates, and directs the RFP, RFQ, IFB, and any other procurement processes; implements standardized procedures, noting solicitation sources and submission schedules.
  • Identifies and implements advertisement standards and monitors for compliance, including MBE/WBE participation.
  • Receives, tracks, and evaluates submissions, reviewing contracts for form and content.
  • Develops, negotiates, and issues contracts as appropriate for contracts in excess of $50,000; monitors process and performs and/or directs the performance of quality control audits for contracts under $50,000.
  • Drafts and/or oversees the preparation of all HACP contracts, ensuring the Authority’s interests are protected.
  • Performs other duties as assigned.
