About The Position

Join the Oregon Department of Transportation (ODOT) as a procurement & contract specialist and contribute to projects that are vital to keeping Oregon moving. In this role, you will collaborate with various ODOT teams to develop, review, and process contracts for services, goods, IT systems, and public improvement projects. You will be responsible for ensuring that all agreements comply with state and federal requirements from initiation to final signatures, thereby enabling our partners to acquire the necessary tools and services for their success. This position offers a hybrid remote work arrangement, allowing for flexibility while ensuring access to necessary systems and technology. However, occasional in-person work at the Salem office or similar locations for training will be required. ODOT is dedicated to providing a safe and reliable multimodal transportation system that fosters the growth of Oregon's communities and economy. Requirements

  • Five (5) years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
  • OR A bachelor’s degree AND two (2) years of professional-level procurement and contract experience related to the position.
  • OR Any combination of experience and education equivalent to five (5) years of procurement and contract experience related to the position.

Nice To Haves

  • Procurement to Pay experience with public agencies or the private sector to include but not limited to conducting market research, developing solicitation or bid documents, leading evaluations, negotiating and closing contracts.
  • Experience evaluating and resolving risks and issues associated with contracts or the contracting process.
  • Analytical and technical writing experience.
  • Experience analyzing information objectively, identifying patterns and connections, evaluating options to make informed decisions, navigating complex procurement challenges, and assessing contract compliance.

Responsibilities

  • Coordinate all phases of the contractor selection process in accordance with rules, regulations, and policies.
  • Develop, negotiate, execute, and administer complex and high-risk legally binding contracts for goods, trade services, public works, architectural and engineering (A&E), and other services.
  • Analyze procurement requests to determine if sufficient information is included to develop an invitation to bid or request for proposal.
  • Develop strategies to minimize potential risks.
  • Work closely with funded projects, other agencies, and local jurisdictions.
  • Modify contract terms and conditions, funding arrangements, or policy interpretation.
  • Determine, recommend, and apply the appropriate method of solicitation.
  • Serve on or assist evaluation and negotiation committees in obtaining consensus on the selection of contractors.
  • Draft and process contract documents and review contracts for impending expiration.
  • Input daily updates to the OregonBuys system to accurately track contracting activity.
  • Occasional travel in and out of Oregon to attend meetings, conferences, and trainings as needed.
