About The Position

INTECON, LLC is actively seeking a highly skilled Contract Manager to provide program leadership, financial management oversight, depot maintenance program management, and contract administration support for the Army National Guard G-4 Directorate (ARNG-LGZ), Maintenance Policies and Programs Branch (ARNG-LGM), Depot Maintenance Team. This role is pivotal in driving program execution, deliverable management, and customer engagement across the National Guard Bureau's Contract Maintenance and Supply Services (CMSS) program supporting all 54 states and territories.

Requirements

  • Bachelor's degree in Business Administration, Public Administration, Management, Logistics, Finance, Accounting, or a related field.
  • 10+ years of professional experience supporting federal government services contracts, with at least 5 years in a Program Manager, Contract Manager, Project Manager, or similar leadership role.
  • Prior experience supporting an Army or DoD G-staff (G-3, G-4, G-8) or equivalent MAJCOM-level headquarters element.
  • Demonstrated expertise in Army or DoD financial management, the Planning, Programming, Budgeting, and Execution (PPBE) process, the Program Objective Memorandum (POM) cycle, depot maintenance program management, Test, Measurement, and Diagnostic Equipment (TMDE) program oversight, Army logistics operations, or Army National Guard headquarters support.
  • Experience producing executive summaries, congressional reports, and senior leadership briefings.
  • Working knowledge of FAR, DFARS, the FAR 16.505 fair opportunity task order process, FAR 52.219-14 limitations on subcontracting, and FAR Part 42 contract administration.
  • Microsoft Office Suite (Excel, PowerPoint, Word, SharePoint, Teams).
  • Army financial systems, including GFEBS, cPROBE, and RM Online.
  • Army logistics systems, including AESIP, GCSS-Army, VANTAGE, DST, FMSWeb, and DMOPS.
  • TMDE program systems, including CMTOOL, USATA Enterprise, and WebTIMMS.
  • Knowledge of AR 750-1, AR 750-43, AR 220-1, AR 525-30, and NGP 750-59.
  • Knowledge of FAR, DFARS, and DoD acquisition policy.
  • Tier 1 background investigation and Common Access Card (CAC) eligibility required.
  • U.S. citizenship required.

Nice To Haves

  • Project Management Professional (PMP) certification preferred.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level II or III certification in Program Management, Financial Management, or Life Cycle Logistics preferred.
  • Prior service as an Army Warrant Officer, Officer, or senior NCO in a logistics, financial management, or acquisition career field (88N, 90A, 51C, 36A, 51A, 89B, 92Y, 351L, 920A, 920B) preferred.

Responsibilities

  • Serve as the single point of accountability to the Government for all matters relating to daily contract operations, with full authority to act on behalf of INTECON.
  • Work directly with the Contracting Officer’s Representative (COR) to resolve issues, receive technical direction, and ensure performance compliance.
  • Oversee production and timely submission of all contract deliverables, ensuring quality standards are met and COR feedback is addressed within two working days.
  • Maintain and enforce the Quality Control Plan across all PWS task areas.
  • Lead financial management activities, including weekly finance reporting, MDEP tracking, Monthly Execution Reviews, and Production Status Sheets using GFEBS, RM Online, and cPROBE.
  • Track and reconcile MIPRs and Funding Authorization Documents (FADs) to ensure accurate execution of funds.
  • Support the POM cycle and development of depot maintenance inputs for the President’s Budget and Budget Estimate Submission (BES).
  • Oversee preparation of the semi-annual Congressional 50-50 Report under 10 U.S.C. § 2466.
  • Lead monitoring of Army National Guard equipment across multiple depots, ensuring accurate tracking, readiness reporting, and compliance with AR 750-1.
  • Coordinate with all 54 states and territories on equipment movement, maintenance selection, and disposition.
  • Manage TMDE program coordination, including billing reconciliation, workload analysis, and CHAP reporting requirements.
  • Oversee Secondary Transportation (SDT) fund management and tracking of depot maintenance movements.
  • Represent INTECON in engagements with Government leadership, including briefings, working groups, and Integrated Product Teams.
  • Lead and manage a distributed contractor team across financial, logistics, TMDE, transportation, and data functions.
