About The Position

ICF is seeking a Senior Consultant, Public Transportation (On Call) to provide technical planning, funding, and compliance support to public transportation clients across multiple states and for FTA‑funded programs nationwide. This position supports state DOTs, regional planning agencies, and transit providers on an as‑needed, task‑order basis and is well suited for an experienced practitioner with strong knowledge of federal transit programs, rural transit planning, and grant administration. While the position is based in Albany, NY, work assignments will be national in scope and may support a variety of state and federal clients during the on‑call period.

Requirements

  • Bachelor’s or Master’s degree in urban planning, transportation planning, public policy, public administration, or a related field; or equivalent professional experience.
  • 12+ years of experience in transit planning, public transportation program administration, or related technical roles.
  • Experience working with FTA‑funded transit programs and state or regional transit agencies.
  • Excellent written and verbal communication skills, particularly for compliance‑driven and technical audiences.
  • Ability to work independently on task‑order‑based assignments while coordinating effectively with project teams and clients.
  • Strong organizational skills and attention to detail when working on funding, reporting, and compliance tasks.
  • Sound professional judgment and responsiveness when engaging with public‑sector clients.

Nice To Haves

  • Strong working knowledge of FTA formula funding programs and federal transit compliance requirements.
  • Experience with rural transit planning and technical assistance, including coordination, workforce access, and service delivery models.
  • Familiarity with state DOT transit program administration and state‑level transit funding frameworks (experience applicable across multiple states).
  • Ability to translate complex regulatory and funding requirements into clear, actionable guidance for transit agencies.

Responsibilities

  • Support fixed‑route and demand‑responsive transit planning, including route design, span and frequency analysis, stop spacing, productivity review, and service restructuring.
  • Conduct route, corridor, and network analyses using land use, demographic, travel, and performance data for rural, regional, and statewide systems.
  • Assist with development of service concepts, operating scenarios, and phased implementation strategies.
  • Perform market demand, ridership, productivity, and equity analysis to identify service gaps and opportunities.
  • Apply planning and technical tools such as GIS, Remix, Conveyal, Excel, and statistical methods to support service evaluation, benchmarking, and funding justification.
  • Support first‑ and last‑mile, Mobility on Demand, workforce access, and integrated mobility strategies.
  • Evaluate emerging and flexible mobility options, including microtransit, vanpool, carpool, employer‑based transportation, and innovative shuttle services.
  • Support development, validation, and use of standardized transit data, including GTFS, GTFS‑RT, GTFS‑Flex, and FTA GTFS compliance tools.
  • Contribute to preparation of transit and mobility plans, technical memoranda, reports, and client deliverables.
  • Support stakeholder coordination, agency engagement, training activities, and technical inputs to proposals.
