About The Position

Provides day-to-day construction management of projects that develop and sustain Port infrastructure including but not limited to vendor selection, contractor contractual requirements, construction supervision, field administration, field engineering, and quality assurance. Manages projects of large size and complexity, and with full responsibility for contractor performance supports. Responsibilities include contractor coordination, construction supervision, field administration, and quality assurance. Serves as senior field authority and provides leadership, mentorship, oversight and strategic direction for construction execution.

Requirements

  • Bachelor’s degree in Construction Management, Civil or Structural Engineering, Architecture or related major in a public or accredited private academic institution required
  • 10+ years of related experience required
  • OSHA 30-Hour Construction Safety Certification preferred or ability to obtain within 6 months of hire.
  • For Construction Management/Science degrees: Certified Construction Manager (CCM) certification required
  • One of the following required or ability to achieve within 12 months of hire: Certified Cost Professional (CSP) • Planning and Scheduling Professional (PSP)
  • For Engineering degrees: Professional Engineer (PE) License required
  • Certified Construction Manager (CCM) or Project Management Professional (PMP), preferred
  • Knowledge of mathematical and scientific principles applied to civil/structural engineering
  • Knowledge of construction methods, cost estimating and scheduling principles and best practices
  • Knowledge of project management systems (Procore, Project mates, Tririga) and how it applies to the Construction and Engineering process
  • Knowledge of engineering and construction principles, practices, techniques, and sequences, applicable codes, and construction drawings, specifications, and technical reports (design, geotechnical, environmental, etc.)
  • Knowledge of safety precautions associated with the job
  • Skill in negotiating claims, project changes, change orders, change directives or other contractual modifications

  • Capable of identifying cost and schedule risks and support mitigation strategies and corrective actions

  • Ability to perform written calculations and produce project documentation
  • Ability to meet scheduled deadlines
  • Ability to understand, interpret, ensure compliance with, and enforce construction contract terms and conditions
  • A current, valid Texas driver's license is required
  • A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment

Responsibilities

  • Perform project and construction management and contract administration activities on small to large complex and diverse construction projects
  • Serve as primary point of contact during construction phase for contractor coordination
  • Provide oversight and mentoring to CPM I and CPM II staff and field inspectors
  • Act as senior advisor to leadership on construction-related matters
  • Mentor and develop construction management staff
  • Coordinate all aspects of a construction project, including safety awareness, security, Port Houston operations, budgeting, execution, delivery, communication, scheduling and startup/commissioning
  • Use Port Houston defined project/construction management systems and practices, recommend improvements and efficiencies and assist in developing improved processes
  • Coordinate closely with Project Managers, Operations, Asset Management, and Project Controls
  • Establish and improve construction standards, procedures, and best practices
  • Assist oversight of field inspectors (both staff and consultant) and contractors to assure completed project meets scope, schedule, and budget requirements
  • Monitor contractor performance for compliance with drawings, specifications, safety requirements, and contract terms
  • Document construction related requirements such as submittals, RFIs, pay applications, time extensions, project photos, etc.
  • Oversee coordination and communication for all assigned Port Houston construction project(s) with Port Houston staff, consultants, contractors, and third-party entities
  • Evaluate and negotiate Change Order proposals between Port Houston Engineers of Record (EOR) and contractors
  • Assist Port Houston Procurement department with strategic marketing of forthcoming projects and the generation of quality proposals
  • Participate in pre-bid/proposal meetings and assist Port Houston Project Managers and external design consultants in addressing prospective bidder/proposer questions
  • Participate in the selection of contractors
  • Coordinate and conduct pre-construction conferences
  • Oversee project closeout activities including as-built drawings, warranties and closeout files
  • Assist in the development of departmental plans, goals, objectives, policies and procedures
