About The Position

As part of the Housing Division, the Senior Program Manager, Capital Planning is responsible for ensuring capital repairs and replacements across National Church Residences’ Affordable Housing portfolio occur on time and under budget, while effectively and efficiently communicating with all stakeholders and partners.

Requirements

  • BA/BS degree in Real Estate and/or Construction Management or equivalent experience.
  • 5+ years of experience in construction management or capital planning of multi-family units.
  • Extensive knowledge of construction management, Multifamily renovation and property operations required.
  • Experience with Yardi Construction Manager.
  • Must have proficiency utilizing Smartsheets.
  • Must be able and willing to travel
  • Knowledge/experience in construction trades and/or construction management
  • Solid analytical and organizational skills and ability to multi-task
  • Highly developed verbal and written communication skill proficiency across different types of audiences
  • Ability to work independently and as part of a team
  • Strong project management proficiency
  • Proactive thinking with detail-oriented and creative problem-solving approach
  • Understand the concept of value engineering and apply principles in daily work
  • Self-directed and self-managing
  • Must be willing and able to travel up to 20%.

Nice To Haves

  • Procurement or procurement planning experience preferred.
  • Strong preference for focus on Class C renovations experience, multifamily capital projects.
  • Experience with Occupied Rehabs preferred
  • Familiarity with HUD/affordable housing environments (PRAC/Section 8, LIHTC) preferred.

Responsibilities

  • Cultivate and manage relationships with subcontractors, suppliers, and vendors to secure reliable partnerships and competitive pricing.
  • Assist in the selection/vetting of contractors for capital projects.
  • Secure contractors and project manage $150K and above capital needs projects to ensure timely, budgeted and high-quality completion.
  • Lead project implementation. Site visits required based on scope.
  • Serve as the primary point of contact for property management, contractors, architects, and engineers, ensuring clear communication and alignment on project goals.
  • Leverage construction management software and technology to streamline processes, track progress, and report on key performance metrics.
  • Maintain policies and procedures to ensure capital planning processes are standard and consistent.
  • Review and approve submittments, change orders, and progress payments to maintain project documentation and financial control.
  • Review and make recommendations regarding the frequency of Capital Needs Assessments (PCNAs) across the portfolio.
  • Assure that PCNAs are ordered as per policy and are uploaded to the Capital Planning Database (CPD).
  • Review and/or supervise the review of all PCNAs to assure they accurately reflect the known capital needs at each site.
  • Work closely with Development, Asset Management and Property Management team members, especially on those properties that have a capital funding gap to develop action plans.
  • Monitor known capital needs to ensure capital projects are budgeted and completed.
  • Conduct regular site inspections and quality control audits to ensure workmanship meets project specifications and company standards.
  • Provide technical construction expertise and assessment to property management and asset management with respect to complex capital projects.
  • Manage all aspects of the Multifamily construction projects assigned including the solicitation, bid reviews, negotiation of final bids, contracting of projects, pre-construction meetings, construction management and oversight, invoicing, final punch, and record retention.
  • Collection and oversight of Multifamily bids for capital projects as requested.
  • Oversee large property damage insurance claims and other major restoration projects.
  • Identify and vet high quality, dependable third-party vendors to assist Property Management and Asset Management in the completion of capital repairs and replacements.
  • Assist Director in production of comprehensive, useful Policies and Procedures to help guide Property Management and Asset Management to successful capital planning.
