About The Position

Dominion Water & Sanitation District (DWSD) is seeking a Senior Construction Manager to help deliver major water and wastewater capital projects. This role is ideal for an experienced construction professional who wants to contribute to an innovative, fast-paced utility while working as part of a small, collaborative team. DWSD is a wholesale water and wastewater provider located in northwest Douglas County. The Senior Construction Manager will support planning and preconstruction activities and directly manage construction of water storage and conveyance, wastewater conveyance, and wastewater treatment facilities. The immediate focus will be managing construction of DWSD's wastewater treatment plant using a multi-prime delivery approach.

Requirements

  • Strong knowledge of Microsoft Office and project management software, including Microsoft Project.
  • Proven ability to manage construction projects from planning through closeout.
  • Excellent record-keeping and documentation skills.
  • Strong project management skills, including scheduling, planning, cost control, contract administration, and coordination.
  • Familiarity with construction management and scheduling platforms such as Procore, Microsoft Project, Primavera P6, or equivalent software.
  • Ability to conduct site evaluations and travel to meetings within or outside the DWSD service area.
  • Ability to coordinate effectively with agencies, contractors, consultants, partner organizations, and internal teams.
  • Ability to manage multiple projects, vendors, contractors, and priorities simultaneously.
  • Strong verbal and written communication skills.
  • Ability to work independently and follow issues through to resolution.
  • Valid driver's license required.

Nice To Haves

  • Certified Construction Manager (CCM) designation preferred.
  • Experience working directly for a municipality, water district, general contractor, or consulting firm providing services to a municipal government or public utility preferred.

Responsibilities

  • Build and maintain effective relationships with partner entities, residents, government agencies, contractors, consultants, and other stakeholders.
  • Support the engineering team with construction, project delivery, and permitting considerations.
  • Represent DWSD professionally in meetings, field coordination, and external communications.
  • Administer DWSD safety protocols throughout project planning, construction, and field operations.
  • Procure, manage, and coordinate consultants, contractors, suppliers, and construction contracts.
  • Provide construction input during design, planning, and preconstruction.
  • Support permitting compliance and coordination with local agencies.
  • Identify and mitigate project risks related to contracts, technical specifications, schedules, budgets, and field conditions.
  • Monitor project progress, quality, safety, and schedule performance for single-prime, multi-prime, and other delivery approaches.
  • Provide construction oversight and help resolve complex project issues, disputes, and field challenges.
  • Manage project budgets, payment applications, contingencies, change orders, and scope changes.
  • Develop procedures to track and report project performance.
  • Coordinate quality, schedule, startup, commissioning, and transition activities with the Operations team.
  • Manage project documentation, including construction documents, permits, submittals, transmittals, RFIs, delivery coordination, change orders, meeting minutes, and related records.
  • Facilitate communication among the site project team, engineering team, consultants, contractors, operators, and project partners.
  • Maintain thorough documentation of project activities, correspondence, decisions, field conditions, and key issues.
  • Provide regular status reports and project updates to DWSD leadership and stakeholders.
  • Coordinate quality assurance audits and reviews with third-party consultants, contractors, and project delivery partners.
  • Maintain project record-keeping systems to support accurate, real-time reporting.
  • Inspect installed work, stored materials, and construction activities for compliance with project requirements.
  • Procure and manage testing and inspection consultants and coordinate with engineers as needed.
  • Coordinate Operations team input and approval for critical equipment installation, startup, and transition activities.
