About The Position

Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team to support a Department of War customer in successfully delivering on a significant construction program in the National Capital Region (Washington DC). In our anticipated role, Parsons will provide Owner Agent Construction Management Services (CMa) including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success. The Senior Construction Manager is responsible for the overall post-award construction management services on assigned projects. They work with the Client Contracting Officer and COR and lead the Parsons CMa team to complete projects from start to finish, on-time and cost-effectively in compliance with all contract requirements.

Requirements

  • Bachelor’s degree in engineering, Architecture, Construction Management or related field
  • 10 years of broad and diversified experience (>15 years highly desired)
  • Certification as USACE/NAVFAC Construction Quality Management (CQM)
  • Proficiency in Primavera P6 and construction estimating software
  • Must be a US Citizen and able to pass any required federal background checks.
  • Strong Safety background, knowledge of EM 385-1-1, and completion of OSHA 10/30 course within past 5 years
  • Demonstrate high integrity, strong work ethic, and a natural and confident leader.
  • Ability to organize and direct outcomes in a matrixed organization.

  • Professional Registration preferred (PE or RA). Note – PE/RA may be waived with more than 20 Years experience
  • Certification as a Certified Construction Manager (CCM)
  • Certification as a Project Management Professional (PMP)
  • Excellent written and oral communications skills
  • Advanced leadership skills with ability to perform in a Senior management capacity
  • Strong working knowledge of Program and Project delivery related to large construction programs.
  • Program management, operations or functional expertise with strong orientation for process improvement and collaboration.
  • Proven ability for managing a large group of personnel within field of expertise and providing direction for resolving complex work assignments.
  • Relevant large program and diverse project experience including Medical, Industrial, Military Construction, and Historic Structures
  • Demonstrated ability to establish and maintain long term client relationship
  • Expert knowledge of standard practices for Construction Management.

Responsibilities

  • Direct Subordinate Construction Managers and Parsons efforts on all contract activities.
  • Ensure that the organizational structure of their projects is efficiently planned and adequately and competently staffed, including safety, quality, and all project staff located on Project Sites.
  • As lead CM, supports development and consistent application of Construction Management processes across multiple geographically remote project sites supporting construction projects.
  • Within our Authority as Owner’s Agent, advises on and implements solutions to technical and contractual challenges to maintain construction progress of construction contractors.
  • Recommends solutions for challenges facing assigned contracts.
  • Manages and coordinates efforts related to Change Management and potential modifications.
  • Working with the client’s responsible Contracting Officer and COR (and within our authority as CM agent), develops SOW, prepares change order paperwork, assesses cost and schedule impacts, supports negotiations, and makes recommendations to contracting officers for required change orders.
  • Manages and tracks all field and construction progress key performance indicators for project success including safety, quality control, schedule, Work in Place.
  • Provides upward reporting to Parsons and the Client that is clear and accurate.
  • Coordinates with key stakeholders including the client, other Parsons staff, and construction contractors.
  • Manages all internal project phases for Parsons for assigned projects leading to successful execution including planning, recruiting, mobilization, sustainment, and program execution.
  • Collaborates and provides leadership to directly manage assigned projects to budget.
  • Assesses present and future project needs, trends, and challenges; determine resources required to meet project objectives; direct efforts to acquire and retain necessary resources to meet project performance metrics.
  • Works with the key project individuals to devise and execute actions plans to rectify potential cost overruns or delays, advises the client and company management of any such changes.
  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
  • Provides oversight of the project portfolio and the performance to meet financial, schedule, deliverable and safety targets.
