About The Position

Under direction, inspects highly complex plant and collection facilities construction work performed by contractors to ensure contractual compliance with plans, specifications, codes, regulations, and OC San and Occupational Safety and Health Administration (OSHA) safety requirements. Serves as an advisor to contractors, project teams, management, and staff in area of specialty and on OC San construction inspection and workplace safety requirements and standards. Coordinates with project managers and engineers on inspection activities. Performs basic research and completes special projects. Specifically, this Senior Construction Inspector inspects construction of highly complex collection, Treatment Plant and Pump Station facilities construction work performed by contractors to ensure OC San compliance with plans, specifications, codes, regulations and OC San and Occupational Safety and Health Administration (OSHA) safety requirements. Coordinates construction requirements with OC San process control and safety requirements. Performs research for and completes special projects. Exercises technical and functional direction and provides training and guidance to lower-level construction inspection staff as assigned. This Senior Construction Inspector will participate in assigned design projects and demonstrate an ability to effectively identify and correct constructability and quality control errors in the project documents and follow through on lessons learned to initiate corrective actions. Other duties will include maintaining files of all daily construction related reports such as daily inspection reports, field test results, field change orders, extra work requests, and photo logs. In addition, the successful candidate will provide technical input and support to project management on change orders, pay estimates, design and submittal review, as well as maintain inspection copies of as-built drawings, as required by Quality Assurance measures of the Engineering Department. The successful candidate will inspect all types and phases of construction in the sewer Collections system, and Treatment Plant work including trunk lines, siphons, force mains, cured in place piping, pipe jacking, tunnels, micro-tunnels, reinforced concrete, masonry, coatings, wood and structural steel framing, piping and mechanical systems, linings and architectural finishes, pump stations, earthwork and paving. The selected candidate will also attend meetings, schedule start-ups, shutdowns, and tie-ins of facilities with contractors and Operations and Maintenance, evaluate contractors’ methods, and witness required tests.

Requirements

  • High school diploma or G.E.D. supplemented by specialized training or coursework in engineering technology, construction inspection or a related field.
  • Five (5) years of increasingly responsible work experience performing construction inspections on large public works projects.
  • Valid California Class C Driver’s License.

Nice To Haves

  • Possession of certifications from ACI (Concrete Technician Grade 1), ACIA (Division 4), APWA (CPII), International Code Council (Building, Plumbing, and Mechanical), NASSCO ITCP Certification (manhole rehabilitation, cure in place pipe) NACE CIP (1, 2, or 3), American Welding Society, are desired.
  • Experience and knowledge of in-process inspection protocol (mechanical piping, coatings, welding, reinforced concrete and vitrified clay pipe, valves, etc.) and sewage treatment process equipment (pumps, blowers, package equipment, etc.)
  • Ability to work well alone and in a team environment, communicate effectively with staff, agency stakeholders, and the public.
