About The Position

Under direction of the Assistant Vice President, Commercial Development, manages all components of development, redevelopment, asset management and construction programs for the Airport’s real property and facilities including the Public Facility Improvement Corporation (“PFIC”) properties; performs all aspects of commercial development involving land, infrastructure, and facilities. Responsible for the construction programs of business initiatives for such industrial, logistics, cargo, office, and retail land development and redevelopment of existing facilities consistent with the Airport’s strategic plan. Provides documentation as required for administration and execution of each project (i.e. CIP funding documents, Official Board Actions, Work Authorizations, etc.).

Requirements

  • Bachelor’s degree in business, real estate, engineering, architecture, construction or related field.
  • Five (5) years of experience in real estate development, construction, planning and design, or project management.
  • Any equivalent combination of education and/or experience may be substituted for the above.
  • Possession of a valid Class C driver's license.
  • Ability to earn PMP certification from the Project Management Institute, or similar certification from the Construction Management Association of America, within one year of employment.
  • Knowledge of the principles and practices of real estate involving property development and management, particularly design and construction industry documents and procedures.
  • Knowledge of the instruments used and procedures involved in the transfer, rental, or lease of real property.
  • Knowledge of the statutes and ordinances governing the development, construction, acquisition, lease, sale and management of real property.
  • Skill in communicating orally and in writing to prepare and present reports, to prepare contracts, and to coordinate with other Board departments.
  • Ability to perform real property related financial analyses and construction cost evaluation, develop and draft financial reports and business proposals.
  • Ability to read and interpret property descriptions.
  • Ability to negotiate in an open, public atmosphere.
  • Ability to establish and maintain effective working relationships at all levels, both within and outside the organization.

Nice To Haves

  • Master of Business Administration or Master’s degree in engineering, architecture, or construction.
  • Design and/or construction industry-recognized credentials, licenses, certifications, etc.
  • Knowledge of the principles and practices of property management and development at a major airport.
  • Knowledge of land and building values and costs, and commercial and industrial development in and around the Airport.

Responsibilities

  • Facilitates the creation of design and development standards, review processes, and evaluation criteria for Airport real property.
  • Manages the Plan of Development process, Tenant Improvements submittits, reviews permit drawings for compliance with the DFW Development Design Guidelines.
  • Manages design and construction program parameters including overall project controls and development metrics (cost management, schedule generation and review, quality assurance).
  • Reviews and assesses developer and contractor RFP responses and offerings in context of market-based construction and real estate information.
  • Supports efforts for the commercial development Assessment and Inspection Management Program to measure and report asset conditions of all commercial development assets maintained by the tenants
  • Initiates and manages design and construction estimation and validation efforts and creates Capital Improvement Projects and other required project documents.
  • Analyzes return-on-investment data and financial performance information for Board and PFIC investments, including reimbursement agreement proposals and development payback criteria.
  • Integrates and provides coordination of commercial development projects into overall Airport programs and division procedures and processes.
  • Directs development, design, and construction contractor and consultant resources for infrastructure and facilities projects and programs.
  • Oversees management of PM/CM consultant resources in their various functions related to execution of Commercial Development project planning, design, and construction.
  • Performs other related duties as assigned
