About The Position

TD Bank US Compliance is seeking a Senior Compliance Testing Analyst to join their mission of building a more resilient and scalable compliance risk management function. The U.S. Compliance Monitoring and Testing team, within second line Compliance, is responsible for executing independent, risk-based compliance testing and validation activities to assess the effectiveness of operational procedures and controls related to regulatory compliance. Testing activities assess controls and regulatory outcomes in relation to applicable laws, rules, and regulations. Issue validations are independent assessments of corrective actions taken to address identified issues.

Requirements

  • Undergraduate degree or equivalent work experience
  • 5+ years of experience
  • Prior testing, audit or business operations experience in areas involving regulatory compliance.
  • Prior experience with execution of testing, validation or audit activities.
  • Detail oriented and well-developed organizational, time management and project management skills.
  • Strong verbal and written communication skills.
  • Ability to manage multiple tasks and competing priorities.
  • Proficiency with Microsoft Office applications.
  • FINRA Series 7, 63 and 24 preferred.

Responsibilities

  • Execute independent testing and validations as part of the second line of defense to assess regulatory compliance of businesses and/or operational units across the Bank in accordance with U.S. Compliance Monitoring and Testing's approved testing and validation methodology.
  • Primarily responsible for performing issue validations as part of a larger testing and validation team.
  • Serve in a cross-functional capacity to assist in testing when needed, which may include commercial, operations, wealth, and securities businesses.
  • Execute independent testing of Compliance controls/systems for assigned businesses and operational units across the Bank.
  • Provide expertise on Compliance controls/processes.
  • May assume leadership of a part of the engagement and have responsibility for completion of a phase of the engagement.
  • Exercise sound and expert independent professional judgment and discretion in interacting and communicating with staff and senior management of the Bank with respect to regulatory compliance and risk matters.
  • Independently research, review, and maintain expertise on banking regulations and laws, banking policies and procedures, and consumer protection laws.
  • Act as a subject matter expert for regulations applicable to business partners and provide guidance and advice with respect to their compliance.
  • Independently learn regulatory requirements tied to business units assigned for review.
  • Develop test steps to test the business line against regulatory requirements.
  • Perform complex analysis/testing of business line controls/processes.
  • Summarize and analyze testing results to identify areas of improvement.
  • Assist management in writing findings as applicable to address areas of improvement identified during independent testing.
  • Assist management in presenting findings to business line staff and senior management.
  • Oversee and/or independently perform assigned work from end to end.
  • Execute more complex and/or non-standard assignments as requested.
  • Execute testing engagement work in accordance with established standards to achieve completion within target timelines.
  • Conduct skilled analytical research and analysis as part of testing engagements and initiatives.
  • Collaborate with key Compliance and business line partners throughout the testing engagement.
  • Identify potential errors following testing standards.
  • Execute validation of findings raised from testing engagements in accordance with established standards.
  • Proactively identify matters which require additional attention, further escalation, or review.
  • Prioritize and manage own workload to deliver quality results and meet assigned timelines.
  • Contribute to the analysis, due diligence, and implementation of initiatives within defined area of responsibility.
  • Adhere to internal policies, standards, procedures, methodologies, and applicable regulatory requirements.
  • Understand the operations of the business unit/area being tested to identify potential Compliance risks.
  • Document research as required to understand requirements specific to an engagement.
  • Keep abreast of emerging trends/developments and changes to regulatory framework, internal policies, and standards.
  • Provide analysis on issues and effectively communicate results to Compliance Testing management.
  • Assist management in communicating results to the client.
  • Maintain a culture of risk management and control, supported by effective processes in alignment with risk appetite.
  • Participate fully as a member of the team, support a positive work environment, and promote timely communication of issues/points of interest.
  • Provide thought leadership and/or industry knowledge for own area of expertise and participate in knowledge transfer within the team and business unit.
  • Keep current on emerging trends/developments and grow knowledge of the business, related tools and techniques.
  • Participate in personal performance management and development activities, including cross training within own team.
  • Keep others informed and up-to-date about the status/progress of projects and/or all relevant or useful information related to day-to-day activities.
