About The Position

Quest Corporation of America, Florida’s leading transportation communications firm, is seeking an experienced and strategic Senior Communications Manager to support the Florida Department of Transportation (FDOT) District 4 Program Management Division. This embedded position plays a key role in developing and executing communication initiatives that strengthen public awareness, stakeholder engagement, and community outreach efforts related to transportation programs and initiatives throughout District 4. The ideal candidate is a collaborative communications professional who thrives in a fast-paced environment and excels at translating complex information into clear, meaningful messaging for diverse audiences.

Requirements

  • Bachelor’s Degree
  • Minimum two (2) years of transportation communications experience supporting a state or municipal agency OR professional experience in Communications, Public Relations, or Journalism.

  • Exceptional written, verbal, editing, and presentation skills.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
  • Experience with digital communications, social media, websites, and public outreach initiatives.
  • Proficiency with Microsoft Office Suite, Microsoft Teams, SharePoint, Monday.com, or similar collaboration platforms.
  • Ability to work independently while effectively collaborating across teams.
  • Strong critical thinking, problem-solving, and relationship-building skills.
  • Experience with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
  • Experience with SharePoint and collaboration tools
  • Experience with PDF editing software
  • Experience with social media content creation and publishing

Responsibilities

  • Develop and implement strategic communication and public engagement initiatives supporting District 4 priorities.
  • Create and distribute communication materials including presentations, newsletters, website content, social media messaging, public notices, and educational resources.
  • Build and maintain strong relationships with stakeholders, local agencies, community organizations, media representatives, and elected officials.
  • Coordinate outreach activities, stakeholder engagement efforts, and public information initiatives.
  • Monitor community concerns and provide communication recommendations to leadership.
  • Collaborate closely with Program Management leadership, Public Information staff, and communications teams to ensure messaging consistency.
  • Support media relations and public facing communication efforts.
  • Participate in recurring meetings, provide progress updates, and contribute innovative communication strategies.
  • Ensure messaging aligns with District mission, vision, safety priorities, and organizational objectives.
