About The Position

Under general supervision, performs field inspections and investigations to enforce state and City codes and ordinances governing land use issues and public nuisances. Investigates complaints and issues correction notices and/or citations for code violations. This role involves ensuring safety and general welfare of residents, maintaining property values, and obtaining voluntary compliance with City codes. The officer will interpret and explain City codes, research property records, respond to complaints, patrol the City for violations, and coordinate with other departments and agencies. The position also requires preparing technical documents for legal proceedings and responding to emergencies outside of normal work hours. Maintaining integrity, professionalism, and accountability is essential.

Requirements

High School diploma or GED equivalent
Two years’ experience in code compliance and enforcement functions, preferably in a government environment
Must possess a valid Texas Driver’s License.
Registration as a Code Enforcement Officer with Texas Department of Licensing and Regulation is required.
Knowledge of City policies and procedures.
Knowledge of applicable Federal, state, and City codes, laws, statutes, and ordinances.
Knowledge of principles and practices of code enforcement, investigation and inspection methods, and public relations techniques in code compliance activities.
Knowledge of occupational hazards and safety precautions.
Knowledge of general principles of planning and zoning and records management.
Knowledge of customer service standards and protocols.
Skill in conducting investigations, maintaining accurate records and preparing reports.
Skill in making independent decisions while working in the field, analyzing situations accurately, and following established procedures.
Skill in handling stressful situations and difficult or angry people.
Skill in establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public.
Skill in operating a personal computer utilizing a variety of business software.
Skill in effective communication, both verbal and written.

Responsibilities

Performs land use and environmental inspections to assure safety and general welfare of residents, to maintain property values, and to obtain voluntary compliance to City codes.
Enforces City codes encompassing safety and health hazards, nuisance abatement, pool inspections, maintenance, overgrown vegetation and other compliance regulations within the scope of authority.
Interprets and explains City codes and code enforcement rules, policies and procedures to property owners and the general public.
Researches property and permit records for issuing notices and citations.
Responds to complaints of potential code violations relating to environmental and safety controls, signs, hazards, drainage, permits, land use, zoning, dumping, polluting, and other nuisances and code related matters.
Patrols City to check for code violations and monitors high-risk areas.
Receives, investigates and processes complaints from citizens and other City departments; compares facts to code requirements; contacts individuals to discuss violations and alternatives for resolving compliance issues; documents findings, and whilst following established procedures may issue correction notices and/or citations to people in clear violation of City codes and State regulations.
Maintains files and records related to inspection and enforcement activities and conducts follow-up inspections.
Coordinates efforts with other City departments and agencies, as needed.
Works with neighborhood groups and residents to preserve and improve neighborhoods.
Prepares technical documents, evidence, reports and background data to substantiate violations in preparation for appeals and court appearances and testimony.
Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
Cooperates with co-workers professionally to accomplish work efficiently and effectively.
Has regular, predictable attendance; attendance is a factor in continued employment with the City.
