About The Position

Metrolinx is seeking a Senior Claims & Insurance Officer to join their Corporate Insurance Office. This role is responsible for managing Property & Casualty (P&C) claims related to Metrolinx's operations and construction activities. Key duties include reviewing contracts, providing insurance advice, managing the Vendor Certificate of Insurance (VCOI) program, and performing data analytics and reporting on claims to senior management.

Requirements

  • Completion of a diploma in Business Administration, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Chartered Insurance Professional (CIP) designation is required.
  • Demonstrated progressive experience handling property and casualty (P&C) claims; litigation claims management through examination of discoveries, mediation and pre-trials; initiating the recovery of 1st party property losses from negligent third parties/ vendors; and complaint handling processes.
  • Demonstrated experience in handling rail operations, bus fleet operations and construction insurance programs (OCIP – Owner Controlled Insurance Program); knowledge of various construction project models and insurance requirements related to those models.
  • Knowledge of claims management systems, monitoring and reporting of KPIs, establishing reserves, incident management & reporting as well as loss minimization through evidence preservation.
  • Knowledge of creating Memos, establishing Purchase Orders (POS) and payment of vendor invoices through Oracle, iSupplier and Accounts Payable (AP) systems.
  • Knowledge of the public transportation sector and related legislative and regulatory structures.
  • Data analytical and problem solving skills to identify issues and potential control gaps in claims handling, develop trends analysis, and recommend solutions improving loss controls and enhancing efficiency in claims management.
  • Prior experience of handling and monitoring Certificates of Insurance (COI) program.
  • Interpersonal and communication skills to liaise effectively with all levels of staff, internal stakeholders, insurance professionals and brokers, adjusters, lawyers and customers.
  • Research and analysis skills to analyze previous claims to determine liability and to stay abreast of best practices and trends in the insurance field.
  • Oral/written/presentation skills to develop a variety of correspondence and to develop and participate in internal training seminars.
  • Computer systems and software (e.g., MS Word, PowerPoint, Excel, Visio, MS Project etc.) to produce correspondence, spreadsheets and statistical reports and to input to risk management information system.

Nice To Haves

  • Canadian Risk Management (CRM) designation would be considered an asset.
  • Knowledge of Builder’s Risk, Wrap-Up, Pollution Liability, and Professional Liability insurance policies is considered an asset.

Responsibilities

  • Manages and facilitates the processing of first- and third-party claims on behalf of Metrolinx, to determine Metrolinx or third-party liability.
  • Seeks advice from external counsel, internal counsel, and third-party adjusters to develop recommendations for claim handling, strategy, settlement authority, and related matters.
  • Prioritize high value, complex and sensitive claims by ensuring regular updates from external counsels and loss adjusters and quarterly reporting of these claims to Senior Management.
  • Represents Metrolinx in settlement negotiations, mediations, pre-trials. and other litigation proceedings. Ensures that all claims are reviewed and updated monthly and reserves on file are appropriate based on liability exposure. Maintains updated claim files, liaises with internal legal and supports on auditing processes.
  • Minimizes Metrolinx contribution to claims by ensuring that the vendors/contractors are protecting Metrolinx interest based on the Defense & Indemnity provisions in the vendors contracts/purchase orders.
  • Develops policies, processes, strategies and tools related to Claims & Insurance (C&I) function. Improve CRM Claims database capabilities for tracking, monitoring and reporting of all claims and incidents.
  • Maintains inventory of all IOCIP / OCIP litigation and non-litigation claims and monitor claims status in a periodical meeting with CPG, PDT and Community Relations teams.
  • Provides insurance advice on various projects/contracts, as well as non-construction agreements across Metrolinx Reviewing contracts/agreements/Leases (i.e., Contracts) received from various business units across Metrolinx and provide recommendation on insurance policy requirements, policy coverages, limits, sublimit and deductibles.
  • Manages Vendor Certificate of Insurance (VCOI) programs, thereby works with procurement coordinators as well as insurance brokers and ensures vendors compliance with the COI program.
  • Provides informed data analytical and reporting support to Manager, Sr. Manager and Director Insurance on stakeholder management; develops Memos for SMTs approvals; analyzes, evaluates, and reports C&I activities to corporate finance, various committees, and the Board.
  • Develops Third-Party Claims Handling Procedure for Operations and Maintenance (O&M) phase of construction projects and create Standard Operating Procedures (SOPs).
  • Lead in the monitoring, updating and presenting of a monthly claims monitoring control board.
  • Contribute to the enhancement of ongoing operational safety and controls by analyzing incidents by source and locations and provide periodical reporting to business units for improving of safety and controls.
  • Identify Continuous Improvement (CE) Process by developing an A3 Template for improvement on claims handling processes to improve customer service and achieve significant amount of saving on claims costs.
  • Processes billings for insurance policies, endorsements, and broker fees including review and consolidation of any accounting discrepancies; ensures timely and accurately processing of vendors invoices prior to submitting for Managers’ approval.
  • Participates in the development and delivery of internal training seminars.
  • Assists in the management/monitoring of vendors – Metrolinx insurance broker/s, external law firms, loss adjusters and any other vendors.
  • Works on FOI requests, organize documentations and obtain Sr. Manager and Director insurance consensus prior to providing documentation to the FOI team.
  • Assists with Sr. Manager and Director Insurance on developing Strategy Roadmaps on achieving operational efficiencies.
