About The Position

The Oregon Bureau of Labor and Industries (BOLI) is seeking a Senior Civil Rights Investigator (Civil Rights Investigator 2). This position independently investigates allegations of unlawful employment practices within the Division’s jurisdiction, with a primary focus on Oregon Saves program enforcement cases. Duties include gathering and analyzing evidence, applying relevant laws and regulations, drafting timely and well‑supported findings, assessing civil penalties, facilitating settlements, and coordinating with external partners, including the Office of the State Treasurer. This is a full‑time, non‑exempt, limited duration classified position. This recruitment may be used to fill additional vacancies.

Requirements

• Four years of experience related to the class concept that includes specialized experience where the primary duties consisted of 1) collection of information, gathering and analysis of facts, and making conclusions and recommendations; OR 2) gathering, developing, and presenting information for the purpose of education or training.
• OR A Bachelor’s degree in Business Administration, Public Administration, Law or other related field and one year of experience described above.
• Experience independently conducting complex investigations, including evidence collection, document review, fact analysis, and interviewing complainants, respondents, and witnesses.
• Experience interpreting and applying laws, regulations, or program requirements to develop supported findings, draft determinations, or prepare legally sound written documents.
• Experience managing a high‑volume caseload, including tracking deadlines, maintaining accurate case files, and using case management systems or data‑tracking tools to ensure timely and compliant case processing.

Nice To Haves

• Direct experience providing testimony in hearings or participating in contested case administrative proceedings.
• Strong Ability to evaluate compliance issues and apply administrative rules to support enforcement decisions.
• Demonstrate the ability in assessing civil penalties and preparing clear, legally defensible enforcement notices.
• Proficiency using case management systems, data‑tracking tools, and standard office software to manage workload and support effective case processing.

Responsibilities

• Independently investigate complex discrimination and non-compliance allegations, with emphasis on Oregon Saves enforcement and related Civil Rights Division matters.
• Manage a high‑volume caseload and ensure timely, thorough, and legally sound case processing.
• Review complaints for jurisdiction, identify key issues, and collect evidence through document analysis, data review, and witness interviews.
• Conduct interviews with complainants, respondents, and witnesses using multiple communication methods.
• Apply relevant laws and regulations to develop supported findings and draft determinations for management review.
• Facilitate settlement discussions, mediation, and conciliation, draft enforceable agreements.
• Coordinate with the Oregon State Treasury and act as a liaison including developing routine reports for Oregon Saves‑related matters.
• Maintain accurate and compliant case files and inter-agency trackers while meeting performance metrics and deadlines.
• Provide case support for internal and external inquiries, including reporting and testimony as needed.
• Contribute to a professional, collaborative work environment that supports equity and inclusion.
