About The Position

Performs advanced professional, technical, and administrative work under the direction of the Public Works Director. Responsible for planning, initiating, executing, monitoring, controlling, and closing capital improvement projects in accordance with industry’s best practices and the Project Management Institute (PMI) framework. Ensures projects are delivered on time, within budget, within scope, and in compliance with regulatory, contractual, and quality standards. Oversees citywide capital construction and infrastructure initiatives, coordinates multidisciplinary teams, and provides strategic oversight of consultants, contractors, and internal stakeholders. Performs related work as required. This position serves as the City’s lead project authority for assigned capital initiatives and exercises considerable independent judgment in applying project management principles to complex public works and vertical construction projects.

Requirements

  • Bachelor’s degree from an accredited college or university in Architecture, Engineering, Construction Management, Public Administration, or related field.
  • Minimum eight (8) years of progressively responsible experience in public or commercial construction project management, including at least three (3) years of supervisory or lead project responsibility of large complex public projects.
  • Experience managing municipal capital improvement projects is highly desirable.
  • Valid Florida Driver’s License
  • Extensive knowledge of PMI-based project management methodologies
  • Thorough knowledge of public-sector capital construction processes
  • Knowledge of cost estimation, budgeting, and financial controls
  • Knowledge of construction scheduling methodologies (CPM)
  • Knowledge of contract administration and procurement regulations
  • Knowledge of permitting, environmental compliance, and regulatory processes
  • Ability to manage multiple concurrent complex projects
  • Ability to analyze technical documents, plans, and specifications
  • Strong leadership, negotiation, and conflict resolution skills
  • Ability to communicate clearly and effectively in public forums
  • Ability to build collaborative relationships across departments and agencies
  • Proficiency in project management and financial tracking software
  • Ability to operate a computer and drive a vehicle

Nice To Haves

  • An equivalent combination of education and experience beyond a Bachelor’s degree.
  • Registration as Architect, Professional Engineer, or Licensed General Contractor in the State of Florida
  • Project Management Professional (PMP) certification
  • Experience with public-sector grant-funded projects

Responsibilities

  • Develops and manages comprehensive project management plans
  • Oversees consultant and contractor performance
  • Manages project scope, cost, schedule, risk, and quality controls
  • Represents the Department Director at Board and Council hearings
  • Provides input into capital improvement budgeting and long-range planning
  • Supervises engineers, project managers, inspectors, and support staff as assigned
  • Reviews and evaluates project proposals to determine scope, feasibility, funding sources, staffing requirements, procurement method, and delivery strategy
  • Establishes measurable project objectives and success criteria
  • Coordinates with Finance on capital budgeting, grant compliance, and funding allocations
  • Develops detailed project schedules (CPM/Gantt) and monitors progress against baselines
  • Manages project budgets, cost tracking, forecasting, and change order control
  • Implements earned value management principles where appropriate
  • Reviews and approves invoices, pay applications, and consultant billings
  • Ensures contract compliance and milestone adherence
  • Develops and reviews RFPs, RFQs, bid documents, and technical specifications
  • Participate in consultant selection, contract negotiation, and award recommendations
  • Administers contracts for architects, engineers, contractors, and construction managers
  • Ensures compliance with federal, state, and local procurement laws
  • Identifies project risks and develops mitigation strategies
  • Monitors regulatory compliance, permitting processes, and environmental requirements
  • Conducts site inspections to verify work conforms to plans, codes, and safety standards
  • Ensures adherence to building codes, ADA standards, and sustainability guidelines
  • Oversees quality assurance/quality control (QA/QC) processes
  • Coordinates with user departments, private developers, Miami-Dade County, regulatory agencies, and community stakeholders
  • Facilitates project meetings and provides regular status updates
  • Prepares presentations, reports, and briefings for the City Manager, Council, and advisory boards
  • Manages public communications related to capital projects when required
  • Provides directions to construction managers, inspectors, and project teams
  • Monitors construction progress and resolves field issues
  • Reviews of orders change and evaluates impacts on cost and schedule
  • Oversees project close-out, including punch lists, warranties, final inspections, and record drawings
  • Plans, assigns, and reviews of work of professional and technical staff
  • Conducts performance appraisals
  • Assists in development of the Capital Improvement Plan (CIP)
  • Recommend process improvements for capital project delivery
  • Implements project management software and reporting tools
