About The Position

The Senior Capital Program Analyst is a critical member of the Finance organization, responsible for maintaining accurate and timely records, reporting, and systems related to Property, Plant, and Equipment across Colonial Pipeline Company’s $4B+ asset base. This role partners cross-functionally with Finance, Accounting, Project Management, Operations, and Technology to ensure strong governance, compliance with internal controls (including SOX), and effective capital project oversight. As a subject matter expert (SME), this individual serves as a key resource for capital vs. expense determinations, fixed asset processes, and property system applications including Planisware and PowerPlan. The role also drives process improvements, supports system enhancements, and helps ensure Colonial’s capital programs operate efficiently and in alignment with strategic objectives.

Requirements

  • Bachelor’s degree in Finance, Accounting, Business Administration, Engineering, Construction Management, or related field
  • 5–7 years of progressive experience in accounting, finance, and/or project management
  • Experience with ERP systems, fixed asset accounting, or project management tools
  • Strong understanding of capital vs. expense treatment and financial controls
  • Proven ability to manage multiple priorities and work in a cyclical financial environment
  • Strong collaboration skills with the ability to influence across cross-functional teams

Nice To Haves

  • Experience with SOX compliance in a public company environment
  • Background in Accounting and/or PMO functions
  • CPA or PMP certification preferred
  • Knowledge of GAAP and financial statement processes
  • Experience implementing or enhancing financial systems
  • Advanced analytical and problem-solving skills
  • Proficiency with Microsoft Excel, PowerPoint, and reporting tools; Power BI experience is a plus
  • Strong project management knowledge across lifecycle phases (scope, budget, risk, stakeholder management)

Responsibilities

  • Administer capital and reimbursable projects, including project approvals, invoice audits, and capital vs. expense classification
  • Monitor capital project expenditures and ensure timely project closures and compliance with company policies
  • Partner with Accounting and project stakeholders on financial controls and capitalization processes
  • Support monthly, quarterly, and annual financial close activities, including fixed asset accounting and journal entries
  • Evaluate and implement SOX control framework changes; deliver training to internal stakeholders
  • Collaborate with project managers, cost center owners, and third parties to ensure billing accuracy and timely collections
  • Identify and implement process improvement opportunities across Finance, PMO, and Accounting
  • Serve as SME for property systems (Planisware, PowerPlan) and support system enhancements, testing, and optimization
  • Assist with financial statement audits, internal audits, and ad hoc reporting and analysis
