About The Position

The Senior Buyer is responsible for coordinating the procurement activities of a buying group by assisting and supporting the Procurement Manager on a daily basis. The Senior Buyer is responsible for gathering information related to contract costing, analysis, statistical reporting, and acts as a liaison between the vendor and end users. The Senior Buyer performs contract maintenance by monitoring and evaluating buying decision rationale, contract value, and expiry dates. The incumbent assists and supports the Procurement Manager when necessary and is responsible to prepare request for quotations for goods and services that fall under public procurement thresholds. The Senior Buyer is also responsible for contract creation and amending Agreements. To facilitate the public tendering process, the Senior Buyer works with the department of Service Nova Scotia and Internal Services, Province of Nova Scotia, and the internal stakeholders to coordinate meetings and associated documentation required for the RFP. The Senior Buyer is also responsible for providing Provincial Health Care facilities and associated departments with goods and services on a daily basis at the best possible price, as well as providing expertise in regards to those items, focusing on patient safety and comfort first and foremost. The Senior Buyer will issue purchase orders; provide procurement quality control, reviewing and auditing of contract files.

Requirements

  • Grade 12 and completion of a two-year program in Business, IT, Supply Chain, or equivalent.
  • Three (3) years of related experience required.
  • Experience in a Procurement, Materials Management department.
  • Understanding of Purchasing Principles and Inventory Management.
  • Excellent negotiation and project management skills.
  • Familiarity with legal requirements of contracts.
  • Effective time management skills.
  • Oral, written, interpretation & communication skills.

Nice To Haves

  • Enrollment in Purchasing Management Association of Canada Program Courses is an asset.
  • Knowledge of E-Commerce practices and on-line (computerized) purchasing preferred.
  • SAP experience preferred.
  • Competencies in other languages preferred; French an asset.
