About The Position

Performs intermediate administrative work assisting in the planning and organizing of procurement activities of the County, and related work as apparent or assigned. Work is performed under the general direction of the Purchasing Division Manager. Requirements

  • Thorough knowledge of purchasing policies and procedures
  • Thorough knowledge of modern warehouse and inventory practices
  • Thorough knowledge of business methods and insurance practices
  • Thorough knowledge of the laws relating to liability and casualty insurance
  • Ability to write clear and concise contracts and specifications
  • Ability to establish and maintain effective working relationships with associates
  • Ability to operate data processing and general office equipment
  • Ability to follow oral and written instructions
  • Associates/Technical degree with coursework in business administration, accounting, finance, or related field and considerable experience in personnel, budgeting, research or administrative management, or equivalent combination of education and experience.
  • Certified Local Government Purchasing Officer (CLGPO) certification required within 2 years of employment.
  • Must be certified as a Notary Public in the State of North Carolina.
  • Valid driver's license.

Responsibilities

  • Work with Purchasing Division Manager to plan, organize and direct centralized procurement activities of the County including coordination and consolidation of departmental needs for standardized supplies, materials, equipment and services.
  • Oversees procurement activity and bidding processes and ensures these programs are in compliance with state and local policies and procedures.
  • Assists in planning, implementing, and managing county-wide procurement programs.
  • Reviews and analyzes requests for purchases and approves purchase orders.
  • Determines types of contracts; prepares, edits and executes contractual documents for procurement of services and assists with professional services; administers approved contracts.
  • Assists with the disposition and sale of real and personal surplus property.
  • Compiles data, prepares reports, and maintains files.
  • Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.
  • Performs related tasks as required.
