About The Position

AKIVA is seeking a Planning Analyst / Senior Business Analyst to provide senior research, technical, analytical, and stakeholder-engagement support for a federal aviation revenue compliance program. You will draft and track jurisdictional correspondence, lead substantive reviews of action plans and corrective action plans, develop jurisdictional templates, FAQs, and best-practices guides, and produce the data analyses, reports, and presentations that program leadership uses to brief senior federal officials and respond to Congressional inquiries. The role suits a seasoned federal business or planning analyst who can operate independently across policy, data, and stakeholder dimensions.

Requirements

  • Bachelor's degree in Business Administration, Public Administration, Finance, Economics, Public Policy, or a related field (equivalent experience may be substituted)
  • 5+ years of relevant experience supporting federal program offices, including stakeholder engagement, regulatory correspondence, audit or compliance reviews, and reporting
  • Demonstrated experience drafting and tracking correspondence with regulated entities, maintaining correspondence logs, and recommending escalation procedures
  • Demonstrated experience reviewing action plans, corrective action plans, or comparable compliance submissions and producing fact-based policy reviews
  • Demonstrated experience producing reports and presentations for senior government leadership, including responses to urgent inquiries and Congressional requests
  • Demonstrated experience facilitating or supporting stakeholder meetings and webinars, including discussion summaries, action item logs, and status reports
  • Strong analytical, problem-solving, and executive-level business-writing skills
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), SharePoint, and at least one BI / reporting tool (Tableau, Power BI, or equivalent)
  • Ability to work effectively in a fully remote environment
  • Ability to obtain and maintain a federal Personal Identity Verification (PIV) credential
  • Must be authorized to work in the United States

Nice To Haves

  • Master's degree (MBA, MPA, MPP, or MS in a relevant discipline)
  • Up to 8 years of relevant experience
  • Project Management Professional (PMP), Certified Business Analysis Professional (CBAP), Certified Government Financial Manager (CGFM), or Lean Six Sigma Green/Black Belt
  • Section 508 Trusted Tester certification
  • Prior FAA, DOT, or aviation-industry experience
  • Familiarity with airport revenue use policy or state and local aviation fuel tax structures
  • Experience supporting development of a government Knowledge Sharing Network (KSN) site, SharePoint, or comparable collaboration platform with Section 508 compliance
  • Experience producing 508-compliant documents, reports, and dashboards
  • Familiarity with AI-assisted policy review, briefing-generation, and data-analysis tools

Responsibilities

  • Draft and track all correspondence with state and local jurisdictions regarding revenue compliance status and required corrective actions
  • Maintain a correspondence log and ensure timely closure of compliance-related communications
  • Participate in engagement with non-compliant jurisdictions and recommend escalation procedures and next steps consistent with federal revenue use policy
  • Document all correspondence (written and verbal) for new and existing jurisdictions
  • Develop templates and provide guidance for jurisdictions to improve the quality and consistency of their submissions
  • Build and maintain a Frequently Asked Questions (FAQ) resource and best-practices guide for jurisdictions
  • Plan, attend, and document periodic stakeholder meetings and webinars; produce discussion summaries, action item logs, and status reports reflecting meeting outcomes and follow-up commitments
  • Lead substantive review of jurisdictional action plans and corrective action plans; produce fact-based policy reviews and recommendations
  • Perform data analysis to identify trends, recurring issues, and areas of risk; deliver actionable insights for continuous program improvement
  • Develop reports, briefings, and presentations to address emerging issues, urgent inquiries, and Congressional requests
  • Recommend best practices and process improvements to enhance program compliance and reporting efficiency, including use of technology to enhance data collection and analytics
  • Mentor the junior economist and partner with the program manager on cross-cutting analyses and stakeholder responses
  • Ensure all deliverables are Section 508 compliant
