About The Position

This recruitment is limited to current City of Oxnard employees in the Billing and Licensing Division. The City of Oxnard’s Billing and Licensing Division is seeking a detail-oriented and experienced Senior Business Licensing Code Compliance Inspector to lead, oversee, and participate in complex code enforcement activities, specializing in collecting business tax revenue owed to the city, under the direction of the Billing and Licensing Supervisor. This role involves proactively investigating that all businesses operating within the city limits are properly registered and compliant with the applicable Oxnard Municipal Code. As a Senior Business Licensing Code Compliance Inspector, you will lead investigations into unlicensed business activities, coordinate audits of business tax filings, and ensure compliance with local and state professional regulations. You will also mentor other junior business licensing code compliance inspectors while overseeing their work to ensure quality and accuracy. The position offers an opportunity to contribute to policy development, provide public education on business licensing compliance, and serve as a technical resource for both staff and the public.

Requirements

  • High School Diploma or GED
  • Four (4) years of related experience, preferably in code compliance inspection
  • Valid California Class C Driver’s License with a satisfactory driving record
  • Must be able to effectively communicate in English, both orally and in writing
  • Must be a current employee with the City of Oxnard's Billing and Licensing Division

Nice To Haves

  • Extensive in-depth knowledge of municipal business licensing ordinances, state/local regulations.
  • Ability to locate, inspect, and audit businesses; document violations with photographic evidence; and issue formal notices of violation.
  • Experience working with planning, fire, police, and the health department to ensure comprehensive compliance, particularly regarding business licensing requirements.
  • Ability to train junior staff on inspection techniques, review work, and lead enforcement field activities.
  • Strong skills in de-escalating conflict with business owners, explaining complex regulations clearly, and representing cases at administrative hearings.
  • Bilingual in Spanish

Responsibilities

  • Lead and coordinate investigations into businesses operating without a valid business tax certificate and associated permits required by the City and State.
  • Enforce municipal codes and ordinances through mitigation and citation issuance.
  • Audit and verify business records and activities, including gross receipt declarations to ensure an accurate assessment of the business's tax rate and classification.
  • Provide guidance, technical support, and training to junior business licensing code compliance inspectors.
  • Review and prepare detailed reports, case files, and documentation for administrative hearings or legal proceedings related to business licensing related non-compliance incidents.
  • Serve as a resource to business owners, other staff members within Business Licensing, and other City departments, providing information and analysis regarding applicable City regulations on business licensing and code compliance.
  • Assist in the development and implementation of policies and procedures to streamline the business registration process and improve the efficiency of field inspections.
  • Collaborate with other City departments including Fire, Police, and Community Development to ensure businesses meet multi-agency safety and operational standards when businesses apply for a Business License with the City.
  • Research City codes and analyze cross-departmental cases to define the Business Licensing Inspector’s scope of authority to assist the Business Licensing supervisor and/or Billing & Licensing Division Director with determining whether Business Licensing should lead the enforcement actions or refer cases to other City departments.
  • Performs infrastructure construction inspections and/or investigates reported violations of municipal, state and federal codes and makes determinations of required enforcement activities; establishes priorities; handles the most difficult and complex inspection and code enforcement situations.
  • Provides oversight, training and assistance to assigned staff; provides activity review, feedback and technical direction related to area of assignment.
  • Coordinates with other City departments and staff, outside agencies and other program/project stakeholders; identifies issues and conflicts; recommends and implements problem resolutions.
  • Performs other duties of a similar nature and level as assigned.
