About The Position

Sierra Management and Technologies, Inc. (Sierra) is seeking a Business & Financial Analyst to provide financial analysis and program management support for Navy programs. This contingent position will support the V Department and affiliated programs in other Naval Surface Warfare Center Dahlgren Division (NSWCDD). This is an on-site role located in Dahlgren, Virginia. The successful candidate will leverage Government planning systems such as Navy Enterprise Resource Planning (NERP), Navy Enterprise Planning System (NEPS), and Integrated Business Planning and Execution System (IBPES) to deliver accurate financial reporting, analysis, forecasting, and budget execution support. This role requires strong analytical skills, attention to detail, and the ability to communicate financial insights to leadership.

Requirements

  • Bachelor’s degree
  • Minimum of seven (7) years’ experience performing financial analysis with experience in financial reporting, budgeting, requisitioning, forecasting, and utilization of ERP financial software.
  • Knowledge of DoD budget formulation, execution, and reporting processes
  • High level of proficiency of Microsoft Office 365 programs, including Excel and SharePoint
  • Active Secret Security Clearance
  • US Citizenship
  • Must be able to work independently
  • Must be detail oriented and organized
  • Excellent written and verbal communication skills for financial reporting and presentation development
  • Strong analytical, problem-solving, and organizational skills
  • Applicants must be authorized to work in the U.S. without employer sponsorship and be able to obtain a security clearance

Responsibilities

  • Provide business and financial analysis to support Government financial accounts, projects, and organizational initiatives.
  • Utilize NERP, NEPS, and IBPES to generate reports, conduct analysis, forecast budgets, track execution, and resolve financial issues.
  • Process incoming funding to NSWCDD administrative officers and recommend allocation of financial resources.
  • Provide timely funding status inputs and prepare required deliverables.
  • Support preparation and justification of budget exhibits, financial briefings, and leadership presentations.
  • Respond to financial and programmatic data calls in support of planning and execution.
  • Compile and analyze funding documentation, amendments, and project progress reports, ensuring accuracy and traceability.
