Requirements

• U.S. citizenship
• Ability to obtain a Public Trust determination
• Hybrid role based in the Washington, DC metropolitan area, requiring commuting into DC regularly
• 6+ years of business analysis experience on information technology (IT) programs
• Strong requirements elicitation, modeling, and documentation skills
• Experience with Agile delivery and backlog management
• Excellent communication with technical and business stakeholders

Nice To Haves

• Federal information technology experience
• Financial-regulatory domain experience
• Certified Business Analysis Professional (CBAP) or Agile Analysis certification
• Familiarity with AI-assisted analysis tooling

Responsibilities

• Leading requirements and analysis for an Agile delivery team
• Consulting with product owners, customers, key stakeholders, and end users to elicit and specify requirements
• Developing requirements into user stories and acceptance criteria, and facilitating product backlog refinement and prioritization
• Assisting product owners in defining the product scope, vision, and roadmap
• Conducting business process analysis, workflow analysis, and business process reengineering
• Providing system analysis and subject-matter expertise on issues and bugs
• Creating requirements that the build team can act on: user stories and acceptance criteria that carry business intent through to working software
• Performing analysis for gap analyses, Analysis of Alternatives (AoA) studies, business process models, wireframes, and storyboards
• Developing application designs proven against business requirements, worked side by side with product owners, program managers, developers, testers, and end users
• Leading product demonstrations and supporting the team when it gives them
• Helping to spin up new capabilities, tools, and lines of business
• Translating between the people who run the business and the people who build the systems
• Steering scope with a product owner as pressure-testing a design with developers
• Weighing every solution against time, budget, and cost constraints
• Communicating clearly, adapting across roles and clients, and caring about creating public value
• Experimenting, failing, learning, and repeating quickly
• Owning an outcome rather than being handed a task
• Performing hands-on requirements elicitation, specification, and documentation that developers can build from without guessing
• Practicing Agile delivery: user stories, acceptance criteria, backlog refinement, and prioritization as daily practice
• Moving from business process reengineering to system-level analysis of issues and bugs
• Ensuring accuracy and auditability
