About The Position

Partners with leaders, project teams, and subject matter experts across Platte River and its owner communities, the role identifies business needs, defines requirements, and helps ensure initiatives deliver measurable value. As a key member of the Project Management Office (PMO), this role establishes and advances business analysis standards, tools, and practices while supporting the organization's evolving project management and change management capabilities.

Requirements

  • Bachelor’s degree from an accredited college or university in business administration, finance, engineering, information systems, business analytics or a related field or equivalent combination of education and experience.
  • Current valid driver’s license and ability to remain insurable under the vehicle liability policy.
  • Leading business analysis on large, cross-functional projects.
  • Eliciting, documenting and managing requirements through full project lifecycles.
  • Business process mapping, evaluation and reengineering.
  • Developing business cases, including cost-benefit analysis.
  • Facilitating design workshops and stakeholder acceptance testing.
  • Technical writing and preparing analysis and reports for varied audiences.
  • Skilled in Microsoft Office applications, including Excel using functions such as pivot tables, creating charts and maintaining complex spreadsheets.
  • Leverages project management and process management tools to clarify understanding, track progress and ensure objectives and results are reached within established timelines.
  • Proficient with process mapping tools such as Visio and business intelligence tools such as Power BI; familiar with both waterfall and agile delivery; grounded in a recognized business analysis framework (IIBA BABOK or equivalent).

Responsibilities

  • Plan and facilitate requirements gathering (workshops, interviews, surveys and document analysis) with stakeholders.
  • Document business, functional and non-functional requirements, including business rules, workflows, interfaces, report definitions and data mapping; prioritize and manage them through delivery.
  • Define acceptance criteria with stakeholders and maintain requirements traceability from business need through delivered solution; support scope definition and scope-change analysis throughout the project lifecycle.
  • Map and document current-state processes; conduct gap analyses; design and document future-state processes and standard operating procedures.
  • Facilitate process improvement and reengineering initiatives; assess risks and opportunities; collaborate with project managers and program owners to estimate project scope and impact.
  • Develop business cases with options analysis, estimates, cost-benefit and ROI analyses, and value realization metrics to support project selection and governance decisions.
  • Assist with vendor evaluations and solution selection, including mapping requirements to commercial products, services and contractor scopes of work.
  • Support solution design reviews; plan and coordinate acceptance and functional testing for stakeholders; validate that delivered solutions satisfy documented business needs; support deployment and stabilization.
  • Support organizational change management on projects, including stakeholder and impact analysis, communications input, training content and adoption measurement.
  • Analyze project, portfolio and operational data; prepare reports, dashboards and presentations that support project and portfolio decision-making.
  • Track and report post-implementation benefits realization against business case metrics; capture lessons learned to improve future business cases and estimates.
  • Establish and continuously improve business analysis standards, templates and methods for the PMO; mentor other business analysts, project managers and staff in business analysis practices.
  • Adhere to electric utility industry regulations and compliance requirements.
  • Develops and maintains procedures and workflow diagrams for area of responsibility.
  • Coordinates with cross-functional teams and stakeholders, both internal and external.
  • Willingness to travel occasionally withing the local area, as required.
