About The Position

The Senior Business Analyst (GIS) assesses the Client Authority’s business processes, operational needs, and strategic priorities to identify how GIS and location intelligence can improve business outcomes, operational efficiency, decision-making, asset and workforce management, and service delivery. The role develops and maintains a prioritized GIS roadmap aligned with organizational priorities, business value, technology needs, and available resources, ensuring GIS initiatives support the organization’s business and technology strategies. The position evaluates current GIS applications, data, integrations, technologies, and processes to identify gaps, risks, redundancies, and opportunities for improvement. It translates business and operational requirements into practical GIS application, data, integration, and technology requirements; designs approaches aligned with business needs and IT and security standards; and recommends whether existing solutions should be enhanced, modernized, consolidated, replaced, or retired. The analyst works with application, integration, data, Enterprise Architecture, Security, business, and IT teams to define interfaces, APIs, data flows, and synchronization approaches, and to improve GIS integration with enterprise systems such as IBM Maximo, Workday, financial/ERP systems, and other operational platforms. The role also guides GIS initiatives by identifying technical dependencies and risks, establishing practical standards, supporting prioritization and delivery, and assessing data quality, governance, ownership, sharing, integration, and reuse. It establishes measurable outcomes for major initiatives and advises leadership based on business value, feasibility, cost, risk, and organizational priorities. The analyst communicates complex technical concepts to technical and non-technical audiences, prepares presentations and technical documentation, and supports stakeholder alignment and approval of solution approaches.
