As a Senior Business Systems Analyst, you will provide application services consultation to the business area at all levels, system architecture, solution architecture, security, database, and technical design etc. This is a relief full time position and will be available until December 2026 or the return of incumbent. You will be working on various technical artifacts in accordance with the best practise. You enjoy spending time on R&D to solve system challenges. You will excel as you work with all levels of the business, ensuring technology deliverable align with the business requirements. You are an excellent communicator. You know the how to convey message to different audience of different background. You have the project management skill set to lead small to medium scale projects. Build your career experience as you: Provide consulting support for all phases of project initiation, requirements, development, implementation, and system operations management. Provide mentorship, support and system administration of an interoperable solution that enables integration of clinical and business workflows across core clinical systems at Fraser Health, numerous other regional and provincial integration initiatives. Participate in all aspect of SDLC, from requirement gathering to creating specification, from development to unit testing, from conformance test to production deployment. Three (3) to Five (5) years of experience in a technical role, software development role, or project management role. Hands-on database administration experience is an asset.

Requirements

  • Hands-on experience designing, developing, and consuming RESTful APIs and Web Services.
  • Solid understanding of integration patterns (e.g. event-driven, message-based, service-oriented).
  • Experience developing frameworks and services using .NET (C#).
  • Working knowledge of web technologies (HTML, CSS, and JavaScript).
  • Experience with IIS configuration, SSL/TL certificates, and secure application hosting.
  • Proficiency in SQL and strong experience with Microsoft SQL Server, including performance tuning and ad-hoc queries.
  • Experience with reporting and analytics tools such as SSRS or SAP BusinessObjects (SAP BOE).
  • Experience with Azure DevOps for source control, CI/CD pipelines, and work tracking.
  • Understanding of IT infrastructure and networking concepts, such as firewalls, load balancers, DNS, and secure connectivity.
  • Familiarity with project management best practices, methodologies, and artifacts (e.g., Agile, Waterfall, hybrid).
  • Familiarity with health data standards and formats, such as FHIR, HL7, XML, and JSON.
  • Ability to collaborate with architects, business stakeholders, vendors, and operations teams.
  • Experience producing briefing notes, business cases, and technical design documentation.
  • Strong analytical, troubleshooting, and research & development (R&D) skills.
  • Strong communication skills, both written and verbal.
  • Proven ability to work independently and manage multiple priorities.

Nice To Haves

  • Hands-on database administration experience is an asset.
  • Experience with enterprise integration technologies, such as Azure API Management (APIM), Functions, Logic Apps, and event/message-based integration, is an asset.

Responsibilities

  • Provides strategic planning support and change management services by leading and providing senior level support and guidance in streamlining business processes and best practices for health and corporate information systems capture and utilization.
  • Leads, develops, and maintains the business processes necessary to facilitate care provider access to health and corporate information systems by conducting feasibility studies and determining user requirements for the uptake of health and corporate information functionality or systems. Leads, coordinates and/or participates in initiatives and process redesign that supports and follows the service management methodology.
  • Provides senior level business analysis by carrying out work flow analysis, developing business information requirements and models, defining business scope and objectives and planning, designing, or modifying practical manual and automated business processes.
  • Provides health information systems projects responsibility, under the direction of the Lead or Portfolio Manager, by performing business systems analysis support. Will lead small projects and provide project management guidance to Business Analysts.
  • Analyzes and diagnoses health information systems applications and/or business issues and provides resolution to either the systems or the business processes. Supports business process changes and/or functional changes to health information systems in support of business practice requirements by testing, modifying, and maintaining the integrated health information systems applications.
  • Develops Service Level Agreements between Informatics and assigned business areas to support the movement of projects to operational status, maintenance, and support.
  • Resolves operational issues with health information systems as identified internally or externally from the Informatics Customer Service desk.
  • Participates in the development, implementation, and evaluation of health informatics goals, objectives, policies and procedures for Informatics and assigned business areas within Fraser Health.
  • Participates on assigned internal and external committees as required and works collaboratively as a member of the Health Information Systems and Services team.
