About The Position

Works under direct supervision and is responsible for lead-based paint hazard reduction and rehabilitation activities in the Housing Department. This role involves inspecting homes for code violations, health hazards, and environmental problems related to lead-based paint. The position requires preparing work write-ups, managing housing data, ensuring compliance with regulations, and assisting with client certifications and property identification. The Senior Building Inspector will also prepare specifications, cost estimates, and monitor work related to lead paint hazard reduction and rehabilitation. A key aspect of the role is identifying opportunities to improve program operations and service delivery, while demonstrating effective customer service and communication with homeowners, contractors, and the public.

Requirements

  • Seven (7) years of experience in the housing field to include knowledge of construction and/or housing related industries; and possess a high school diploma or GED; OR Four (4) years of experience in the housing field to include knowledge of construction and/or housing related industries; and three (3) years of college study (90 semester hours or equivalent) in related field; OR An equivalent combination of related education and/or experience.
  • Must possess and maintain a valid Tennessee driver's license or secure one by date of employment.
  • Must attend and obtain/maintain certification by State/HUD/EPA approved and accredited programs on lead-based paint hazard testing, risk assessment, and lead hazard control techniques within six (6) months of employment if not already certified in these areas.
  • Knowledge of contractor licensing practices.
  • Basic familiarity with federal, state, and local building codes and requirements.
  • Working knowledge of HUD, THDA, and/or other governmental housing programs.
  • Basic knowledge of property assessment techniques, ability to assess major systems of a home and assign timeframes for useful life.
  • Knowledge of rehabilitation and modern construction practices.
  • Ability to understand and willingness to apply Policies and Procedures reliably and consistently in practice.
  • Working knowledge in using Microsoft 365 applications including Microsoft Word, Outlook, and Excel, and Teams as well as other cloud-based software systems relevant to Housing programs.
  • Ability to establish and maintain effective working relationships including program beneficiaries, vendors, management, and officials.
  • Ability to plan, organize, and maintain an even flow of work and meet deadlines.
  • Ability to apply common sense understanding to carry out instructions and follow policies and procedures.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Willingness to work effectively in a fast-paced office and field environment with frequent interruptions and occasional urgent situations.

Nice To Haves

  • State of Tennessee Department of Environment and Conversation certifications as a lead abatement risk assessor and lead abatement supervisor.

Responsibilities

  • Inspects homes for code violations, health hazards, and/or environmental problems related to lead-based paint hazards.
  • Prepares work write-ups to include floor plans and cost estimates, carries out contractor certifications and inspections of contractor’s work, including confirming all necessary permits are in place.
  • Compiles and manages housing data related to rehab and program operations.
  • Ensures compliance with federal, state, and local regulations.
  • Assists in client certifications, property identifications, mapping, and related activities.
  • Prepares specifications, cost estimates, and monitors work associated with lead paint hazard reduction and rehabilitation.
  • Identifies opportunities and strategies to more effectively serve clients and streamline service delivery and takes an active role in understanding and implementing program Policies and Procedures and their relationship to Federal, State, and Local regulations.
  • Demonstrates effective and thoughtful customer service and communication with homeowners, contractors, and members of the public.
  • Demonstrates interest and helps develop strategies to improve program operations and improve service delivery.
  • Performs other related duties as required or directed.
