About The Position

The mission of the Anoka County Finance department is to enrich our community by providing quality services and assuring financial integrity. The department has an immediate opening for a Senior Budget Analyst who will perform various duties, such as annual Anoka County budget preparations. This position is responsible for overseeing financial resources, allocation of funds, preparing budget analysis and reports, monitoring spending and creating cost-benefits analyses for Anoka County. This is a full-time, exempt, hybrid position. Interviews will take place the week of July 20th, 2026 for those selected to move forward in the hiring process.

Requirements

  • Bachelor’s degree.
  • Four years (2,080 annual hours) of job-related experience in finance, budget analysis, or a closely related field.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Nice To Haves

  • Degree in Accounting, Business, Finance or related field.
  • Six years (2,080 annual hours) or more of job-related experience in finance, budget analysis, or a closely related field.
  • Possess a Certified Public Accountant (CPA) license or Certified Public Finance Officer (CPFO) designation.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge.
  • Ability to analyze, develop and interpret rules, regulations, policies and practices.
  • Strong verbal and written communication skills.

Responsibilities

  • Partners with leaders in preparing and developing the annual budget by providing analysis and guidance throughout the process.
  • Review budget proposals to ensure completeness, accuracy and compliance with County policies and alignment with strategic priorities.
  • Evaluate funding requests for necessity, merit and long-term fiscal impact, provide funding recommendations.
  • Prepare complex budget reports and analyses, including fund balance projections, budget variance analysis and debt service analysis.
  • Ensure adherence to the budgeted levels and fund balance projections.
  • Administer Anoka County’s performance measurements and evaluate the impact of changes proposed through Federal and State mandates, laws, statutes, and accounting pronouncements.
  • Forecast fund balance levels to recommend reserve designations and tax levy requirements during the budget process.
  • Explain budget and financial policies, procedures and concepts to leaders and finance team.
  • Develop recommendations for budget-related policies, process improvements, and long-range financial planning.
  • Provide leadership, coaching, and/or mentoring to a subordinate group promoting a collaborative team environment.
