About The Position

Premier Enterprise Solutions is seeking a senior-level Budget Analyst IV to support high-visibility financial management operations within the Office of the Under Secretary of Defense for Intelligence & Security (OUSW(I&S)). This role serves as a lead financial management resource supporting OSIP leadership across the full Planning, Programming, Budgeting, and Execution (PPBE) lifecycle. You will be responsible for budget formulation, execution tracking, reconciliation, and advisory support, ensuring accurate financial management across complex DoD and Intelligence Community programs. This is a mission-critical role requiring precision, accountability, and the ability to operate in a fast-paced, high-stakes environment.

Requirements

Active Top-Secret clearance (SCI eligibility required)
SAP eligibility preferred
Bachelor's degree in Finance, Accounting, Business Administration, Economics, Public Administration, or related field
10+ years of DoD or Intelligence Community financial management experience
Deep expertise across the PPBE lifecycle
Hands-on experience with MIPRs, IAs, PRs
Hands-on experience with DAI or equivalent financial systems
Proven experience reconciling DFAS/WHS financial data
Proven experience resolving Unliquidated Obligations
Experience preparing Executive-level financial briefings
Experience preparing Congressional budget materials
Advanced Excel: Pivot tables, Financial modeling, Complex formulas
Strong PowerPoint skills for executive briefings
Deep understanding of DoD appropriations ("color of money")
Deep understanding of Financial execution benchmarks
Strong communication skills
Ability to meet deadlines in high-tempo environments

Nice To Haves

CDFM or CGFM certification
Experience within OSD / Joint Staff / Defense Agencies
Familiarity with OUSW(I&S) or MIP/NIP structures
Experience with Dormant Account Reviews
Experience with Tri-annual reviews
Knowledge of DAI, CEFMS, STARS, or similar systems

Responsibilities

Managing and executing multi-million-dollar defense budgets across the PPBE lifecycle
Tracking commitments, obligations, and expenditures with precision
Supporting senior leadership and Congressional-level financial reporting
Reconciling financial data across WHS, DFAS, and internal systems
Leading financial execution activities and identifying discrepancies
Driving closure of Unliquidated Obligations (ULOs)
Supporting Dormant Account Reviews and execution reviews
Executing financial transactions in DAI (MIPRs, IAs, PRs)
Advising leadership on resource allocation and execution strategy
Develop cost estimates, spend plans, forecasts, and budget exhibits
Track fund availability and execution status
Prepare materials for Senior DoD leadership, OUSD(C) reviews, and Congressional briefings
Interpret financial policies and translate into execution strategies
Maintain commitment and obligation tracking
Reconcile financial data with WHS and DFAS reports
Identify and resolve discrepancies
Support Weekly execution briefings, Budget reviews, and Financial reporting
Execute and manage MIPRs, Interagency Agreements (IAs), and Purchase Requisitions (PRs)
Operate within Defense Agencies Initiative (DAI) or equivalent systems
Manage reimbursable actions (JDA, FFRDC support)
Track funding impacts of extensions and terminations
Coordinate with external agencies for execution
Provide strategic financial guidance to leadership
Deliver historical insight and financial recommendations
Support mission continuity through proactive budget management
Prepare Monthly cost estimates and financial plans
Prepare Budget exhibits and execution reports
Prepare Spend plans and burn-rate analysis
Prepare Travel forecasts and funding projections
Contribute to Monthly Status Reports
