About The Position

Quantum Sky is searching for a full-time Senior AV/VTC Specialist to support the EEOC OCIO Enterprise Helpdesk. This role supports operation, maintenance, integration, and support of audiovisual, video conferencing, and multimedia production systems across EEOC. The Senior AV/VTC Specialist will provide high-level technical expertise for live events, executive communications, enterprise collaboration platforms, digital media production, and AV/VTC system reliability across Headquarters and 53 nationwide field offices.

Requirements

  • Bachelor’s degree in information technology, Computer Science, Information Systems, or a related field.
  • Senior Expert AV/VTC Specialist with ten (10) years of experience supporting an environment similar to EEOC’s.
  • Experience supporting equipment identified in the PWS appendices.
  • Experience working with 53 nationwide field offices.
  • Ability to support Microsoft Teams, Zoom, Poly RealPresence, Cisco/Webex environments where applicable, AV/VTC endpoints, codecs, DSPs, control systems, conference room platforms, and collaboration technologies identified in the PWS.
  • Ability to support live, virtual, and hybrid meetings and events, including executive and high-profile events.
  • Ability to document, track, troubleshoot, resolve, and report AV/VTC service requests and onsite support tickets.
  • Acceptable command of the English language and ability to pass COR resume review.
  • Must currently possess or be able to favorably pass a full-field five-year employment background investigation prior to performing work under the contract.
  • Must have at least a Background Investigation (BI). The PWS states the process normally requires a completed SF-85P, “Questionnaire for Public Trust Positions,” and references OPM suitability standards.

Responsibilities

  • Support operation, maintenance, integration, and support of audiovisual, video conferencing, and multimedia production systems.
  • Provide technical expertise for live events, executive communications, enterprise collaboration platforms, and digital media production while ensuring reliable AV/VTC performance across EEOC.
  • Provide on-site support, ad hoc services, travel support, training support, remote support, and/or evaluation of EEOC field office AV/VTC requirements as needed and approved.
  • Support AV and VTC events including meetings and conferences requiring AV/VTC hardware support, public address systems with multiple microphone/line-level sources, public display for live/recorded/VTC video, computer display, and open/closed caption support.
  • Configure, operate, maintain, and troubleshoot AV equipment and multimedia production technologies.
  • Support video editing and post-production, video switching, camera operations, graphic design, animation, motion graphics, audio mixing, digital signal processing, control systems, projection systems, and LED display technologies as required by the PWS.
  • Provide operational support for video teleconferencing and collaboration platforms including Microsoft Teams, Zoom, Poly RealPresence, video webinars, and breakout rooms.
  • Schedule and manage virtual meetings, coordinate connections between multiple locations, monitor audio and video performance, and resolve connectivity, interoperability, and user support issues.
  • Receive, track, manage, document, troubleshoot, and resolve AV/VTC service requests and trouble tickets submitted by EEOC personnel for AV/VTC systems at any EEOC location.
  • Support planning, setup, execution, and post-event activities for live and virtual events including town halls, executive meetings, training sessions, webcasts, and conferences.
  • Operate production equipment, perform live video switching and audio mixing, support recording and streaming, and help ensure seamless production delivery throughout the event lifecycle.
  • Support design, implementation, integration, and sustainment of AV/VTC solutions, including signal-flow documentation, AV-over-IP and supporting network infrastructure, multiple communications platforms, and recommendations for performance, reliability, and scalability improvements.
  • Provide preventive and corrective maintenance for AV/VTC systems, including diagnosis of audio, video, network connectivity, codec, and hardware issues; routine inspections; upgrades; firmware updates; and lifecycle management documentation.
  • Initiate formal escalation procedures if an AV/VTC issue cannot be resolved within 24 hours of the initial service request and coordinate until services are fully restored.
  • Resolve at least 90% of incoming AV/VTC service requests and onsite support tickets without escalation; no more than 10% may be escalated to EEOC AV/VTC management.
