The Florida Public Service Commission (FPSC) is committed to ensuring that Florida's consumers receive essential services like electric, natural gas, telephone, water, and wastewater in a safe, reasonable, and reliable manner. The FPSC exercises regulatory authority over utilities in areas such as rate base/economic regulation, competitive market oversight, and monitoring of safety, reliability, and service. The Office of General Counsel provides legal counsel to the Commission on all matters within its jurisdiction, supervises procedural and legal aspects of cases, and assists in responding to legislative inquiries. This office defends Commission orders on appeal, challenges Commission rules, and represents the Commission in state and federal courts. It also provides support in filings and presentations to other agencies, advises on rule promulgation, attends rulemaking hearings, reviews procurement contracts, and counsels on personnel, contractual, public records, and other administrative legal matters. In cases involving evidentiary hearings, the office conducts discovery, presents staff positions and testimony, and cross-examines witnesses. It also prepares recommendations to the Commission and drafts written Commission orders in conjunction with technical staff.
