About The Position

Blake Willson Group is seeking a Healthcare Pricing & Proposal Analyst to support complex federal healthcare acquisitions and pricing evaluations. This position will analyze offeror pricing submissions, financial models, actuarial materials, and supporting data to identify discrepancies, evaluate pricing assumptions, develop comparative analyses, and support clear, defensible pricing findings. In this position, you will also: Review solicitation pricing requirements, evaluation criteria, contract terms, periods of performance, geographic regions, benefit categories, and supporting-data requirements. Review and organize offeror pricing workbooks, narratives, actuarial materials, utilization data, staffing information, and supporting schedules to validate completeness and required documentation. Perform detailed financial and mathematical validation, including formulas, totals, cross-references, escalation factors, rate applications, and reconciliations between pricing workbooks and proposal narratives. Analyze proposed rates, unit prices, fees, discounts, reimbursement methodologies, trend assumptions, regional adjustments, staffing costs, and other pricing drivers. Normalize and compare pricing across offerors, contract periods, regions, populations, and benefit categories using Government estimates, historical data, market benchmarks, and supporting information. Identify missing information, calculation errors, inconsistencies, unsupported assumptions, outliers, unbalanced pricing, ambiguities, and potential financial or performance risks. Coordinate with actuarial and technical consultants to evaluate pricing assumptions and develop clarification questions, while supporting proposal revisions, final proposal revisions, and negotiations. Prepare pricing findings, comparison matrices, analytical workpapers, exhibits, tables, charts, and financial-impact analyses to support Price Analysis Reports and negotiation recommendations. Maintain organized, reproducible, source-selection-ready workpapers and documentation, including issue trackers, clarification logs, version histories, source references, and supporting calculations. Conduct peer review and independently verify calculations, source data, assumptions, and conclusions while protecting procurement-sensitive information and operating in an advisory capacity to Government personnel.

Requirements

Bachelor’s degree in Finance, Accounting, Economics, Business, Healthcare Administration, Mathematics, Statistics, or a related discipline.
4+ years of experience in pricing, financial analysis, proposal analysis, healthcare economics, managed-care analytics, contracting, or a related field.
2+ years of experience reviewing complex financial models, pricing workbooks, proposals, rate schedules, forecasts, or supporting datasets, with the ability to identify discrepancies, unsupported assumptions, and financial risk.
2+ years of experience using advanced Microsoft Excel skills, including complex formulas, lookup functions, pivot tables, data validation, reconciliation, scenario analysis, and structured workbook organization.
Must be currently authorized to work in the United States on a full-time basis and have the ability to obtain a Public Trust Security Clearance.

Nice To Haves

Experience supporting federal contracting officers, contracting offices, source-selection teams, or acquisition programs.
Experience with federal proposal evaluation, price analysis, acquisition support, contracting, managed care, healthcare, or health-plan pricing.
Familiarity with FAR Part 15, including clarifications, discussions, proposal revisions, final proposal revisions, and negotiations.
Experience supporting federal healthcare programs or analyzing health-plan, provider-network, reimbursement, payer, medical, dental, pharmacy, or healthcare-services pricing.
Familiarity with healthcare pricing drivers, including reimbursement, network discounts, administrative fees, utilization, unit cost, medical trend, geographic adjustments, guarantees, and risk-sharing arrangements.
Experience preparing price-analysis findings, comparison matrices, negotiation support, or fair-and-reasonable price analyses, with proficiency in analytical tools such as Power Query, Power BI, SQL, Python, R, or SAS.
