Senior Associate, Enterprise Advisors
About The Position
Enterprise is a national nonprofit dedicated to making good homes accessible to millions of families. Since 1982, Enterprise has invested $92.0 billion and created 1.1 million homes across the U.S. and its territories. The Enterprise Advisors (Advisors) division functions as a mission-based consultancy, providing advisory services to federal agencies, local governments, public housing authorities, nonprofits, and philanthropic organizations. Their goal is to enhance the capacity, outcomes, and impacts of place-based community development and housing programs nationwide, with a strong focus on advancing racial equity and dismantling systemic racism in housing and community development. The team comprises over 30 professionals and is expanding. The Incubation and Trends (I&T) practice area within Advisors focuses on exploring and incubating new initiatives and scaling place-based solutions. This includes work at the intersection of data and technology, land use and zoning, and strategic partnerships to address community challenges. There is a growing emphasis on land use, zoning, and technology, particularly in response to the nationwide housing shortage exacerbated by limited housing supply and rising costs. The I&T practice area designs, implements, and scales innovative housing solutions in collaboration with communities, building their capacity to adapt to new technologies and trends. By leveraging data and technology, they assist communities in reforming land use and zoning policies to increase housing supply, integrate equitable approaches, and deploy innovative solutions to emerging trends. The role of Senior Associate is crucial for supporting this work, providing technical expertise to cities and counties focused on land use and zoning reform to produce affordable housing. The ideal candidate will utilize data and mapping software to illustrate the effects of zoning actions, identify needs, and highlight opportunities for increasing housing supply. This may involve creating context maps, developing spatial analysis models for site feasibility, and conducting market studies using data analysis and statistical modeling. The Senior Associate will also contribute to projects related to public land disposition, transit corridor rezoning, and community engagement. This position can be based in Washington, DC (preferred), Chicago, IL, Atlanta, GA, Cleveland, OH, or Los Angeles, CA.
Requirements
- A Bachelor’s degree and two years related experience is required; an advanced degree may be substituted for experience.
- Degree programs in the following areas are encouraged: City and Regional Planning, Public Administration, Public Policy, and Economics.
- Proficiency with ArcGIS or equivalent software is required. ArcGIS users should be familiar with the spatial analyst tool box, special statistic methods, and feature class manipulation.
- Proficiency with data analysis software such as R or Python is required.
- Demonstrated experience conducting quantitative and qualitative analyses.
- Strong grammar, editing, and proofreading skills to produce high-quality written products.
- Strong communication skills with the ability to clearly and concisely express thoughts and ideas verbally and in writing.
- Strong organizational skills, with the ability to manage and prioritize multiple, complex activities and responsibilities while meeting deadlines.
- Ability to proactively identify needs and solve problems.
- Experience developing and/or implementing strategies focused on equity, resilience and mobility.
- Passionate about finding new solutions to the affordable housing crisis.
- Understanding of the challenges and opportunities facing local governments on housing supply, land use and zoning, technology and other market trends.
- Experience working with or for local governments in a planning capacity.
- Demonstrated experience working with partners in a planning capacity and with partners on housing and community development efforts.
- Familiarity with how land use and zoning has contributed to displacement and other inequitable practices.
Nice To Haves
- A graduate degree in a related field is preferred.
- Experience working with, for or delivering advisory services to local governments is preferred.
- Direct tangible experience working with local governments and/or community partners on land use and zoning is preferred.
- Proficiency with the Adobe Suite is preferred.
Responsibilities
- Support a portfolio of projects within the Incubation & Trends practice area focused on the impact of land use and zoning reform on affordable housing supply.
- Support the project team in developing and applying parcel prioritization methodologies to identify sites for affordable housing development.
- Use outputs from data and mapping software to demonstrate the impacts of various zoning actions, needs, and opportunities.
- Support the creation of market studies through the analysis of data sources including Census, PUMS, CoStar, and others.
- Collaborate with other spatial analysts on the team by sharing databases, utilizing ArcGIS online, and other processes.
- Produce publication-quality maps and graphics. Develop map layouts for reports, presentations, and print productions adhering to Enterprise graphic standards.
- Provide technical support to project teams to deliver advisory services on a range of land use and zoning reform issues in select cities and counties.
- Serve as a team member on technical assistance assignments and other projects.
- Support clients, funders, subcontractors, partner organizations, and other teams within Advisors.
- Review and provide feedback on work products and approaches by other staff and subcontractors to provide insight, support staff development, and to ensure quality control and performance management.
- Perform other duties as assigned.
- Travel to out-of-town work assignments and team meetings, as required.
