About The Position

Support the construction program upgrades for the Veterans Affairs St. Louis Health Care System (STLHCS) at two locations: 915 N Grand Blvd, St Louis, MO 63106 and 1 Jefferson Barracks Drive, St. Louis, MO 63125. The role involves providing construction management support from pre-design through construction, offering professional and technical consultative assistance related to operations, renovation, and new construction programs. This includes assisting the Contracting Officer and Representative in project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of design and construction projects for Non-Recurring Maintenance (NRM) infrastructure upgrades.

Requirements

  • Licensed professional with a Bachelor of Architecture from an accredited school of higher education.
  • Minimum of 6 years of experience in both design and construction, with a focus on medical facilities.
  • Ability to understand and master local, state, and federal jurisdiction requirements.
  • Knowledge of Construction Contract Documents, including Front End and Technical Specifications and Drawings.
  • Skillset and working knowledge of engineering services, building codes, budgeting, and scheduling.
  • Communication, language, and software skills, with the ability to utilize various computer programs.
  • Ability to quickly understand and master the requirements of local, state, and federal jurisdictions for each geographical site.

Responsibilities

  • Develop project schedules for effective planning and reporting.
  • Coordinate initial planning efforts, conduct site studies, market analysis, site investigations, and surveys.
  • Prepare budgets, cost estimates, preliminary schedules, and perform cost modeling and analysis.
  • Conduct or participate in value engineering workshops and analyze value engineering proposals.
  • Monitor and review budgetary cost accounting and administer construction contract change orders.
  • Prepare and maintain daily diaries for project activities and current project schedules.
  • Coordinate with general contractors and compare project progress against schedules.
  • Conduct or attend project meetings to review project status, discuss problems, and resolve issues.
  • Keep thorough records of occurrences, contracts, and construction-related matters for conflict resolution.
  • Monitor the services of independent testing agencies for quality control testing and inspection.
  • Provide expertise for start-up, calibration, and certification of facilities or operating systems.
  • Maintain marked-up project plans and specifications for as-built drawings.
  • Perform routine inspections of construction and identify non-conforming work.
  • Compile lists of defects and omissions for contractor correction.
  • Assist in relocation efforts.
  • Review submittals and Requests for Information (RFIs).
  • Coordinate owner-supplied equipment.
  • Manage Operational and Maintenance (O&M) data and closeout submittals.
