About The Position

Support the construction program upgrades for the KCVA located at 4801 Linwood Blvd, KC, MO 64128. The intent of this contract is to expand VHA’s capabilities for contract management oversight of projects and project support services. The required support is needed to meet Non-Recurring Maintenance (NRM) infrastructure upgrades across VISN 15.

Requirements

  • Licensed professional
  • Bachelor of Architecture from an accredited school of higher education
  • Minimum of 6 years of experience in both design and construction with a focus on medical facilities
  • Ability to quickly understand and master the requirements of local state and federal jurisdictions and the requirements of each considering the Requirements of the Project.
  • Knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements.
  • Skillset and working knowledge of engineering services, building codes, budgeting, and scheduling.
  • Ability to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each geographical site.
  • Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.

Responsibilities

  • Provide construction management support, from pre-design through construction.
  • Provide professional and technical consultative assistance related to operations, renovation, and new construction programs.
  • Assist the Contracting Officer and the Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of design and construction projects.
  • Develop project schedules to effectively plan for and report on the status of the project.
  • Coordinate with initial planning efforts; conduct site studies, market analysis, site investigations, and site surveys.
  • Prepare budgets and cost estimates, preliminary schedules, and perform cost modeling and analysis.
  • Conduct/participate in value engineering workshops and analysis of value engineering proposals.
  • Conduct market analysis based on the project's size and scope and provide findings of market conditions.
  • Analyze the constructability of the proposed project in terms of impacts to facility operations, working with facility staff and project management.
  • Monitor and review budgetary cost accounting.
  • Administer construction contract change orders, including preparing cost estimates and reviewing cost proposals.
  • Maintain spreadsheets indicating project funds, allowances, obligations, payments, balances, planned expenditures, etc.
  • Prepare and maintain daily diaries for project activities noting events affecting construction.
  • Maintain a current project schedule, coordinate with the general contractor, and compare project progress against the Contractor (CM) schedule and the general contractor’s schedule.
  • Address all schedule slippages to the Resident Engineer and make recommendations for adjustments in the project.
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules.
  • Review construction contractor payment requirements, including preparation of necessary forms for payment processing by VA.
  • Keep thorough records of occurrences, contracts, and other construction-related matters to assist the VA in conflict resolution.
  • Monitor the services of an independent testing agency/laboratory for project-specific quality control testing and inspection services.
  • Provide professional and technical expertise for start-up, calibration, and/or certification of a facility or operating systems.
  • Provide commissioning services, which may include start-up planning, forecasting start-up duration, estimating start-up costs, determining start-up objectives, organizing start-up teams, testing building system components, conducting performance tests, obtaining O&M material, and conducting/scheduling/supervising O&M training.
  • Maintain marked-up sets of project plans and specifications for future as-built drawings.
  • Perform routine inspections of construction as work proceeds, identifying work that does not conform to contract requirements, and notifying the VA and general contractor when work requires correction.
  • Compile thorough site inspection lists of defects and omissions related to the work performed and provide these lists to the contractor for correction.
  • Assist in relocation efforts.
  • Review Submittals.
  • Review Request for Information and Responses.
  • Maintain Daily Logs of Activity.
  • Coordinate Owner-supplied equipment.
  • Manage Closeout Submittals and other services as may be required by the VA.
