About The Position

Under the general directions of the Animal Services Manager, the Senior Animal Officer position is to provide animal services and act as a lead worker within the Animal Services Division of the Cibolo Police Department. This is accomplished by enforcing the laws related to pet ownership and animal protection; providing care for animals in the shelter; educating the public on proper pet ownership behavior and city ordinances; assisting with animal adoption efforts; reducing the suffering of animals; providing the safe return of pets to pet owners; and ensuring that all matters related to animal safety and care are dealt with carefully and in accordance with all laws and regulations.

Requirements

  • High School Graduate or General Education Degree (GED).
  • Minimum of three (3) years of professional animal handling experience.
  • Valid Texas DSHS Animal Control Officer Basic Training certification within six (6) months of date of hire.
  • Pre-exposure rabies shots within six (6) months of date of hire.
  • Valid Texas Class C Driver’s License.
  • Cybersecurity and CJIS training; must maintain
  • Knowledge and understanding of the mission statement of the City of Cibolo Animal Services Department.
  • Knowledge of animal types, species, and breed identification
  • Knowledge of Animal Behaviors.
  • Knowledge of humane animal care, capture, and restraint.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • Ability to utilize animal restraint equipment safely and effectively.
  • Ability to work rotating schedules including nights, weekends, and holidays.
  • Apply knowledge and skills in controlling/handling individual animal temperament.
  • Ability to gain animal confidence when restraining them for transport, grooming and/or treatment.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to keep team mentality in mind, be prepared and willing to help and ask for assistance when needed, keep a positive professional outlook, completely abstain from gossip/negative observation regarding clients/team members or other professionals or other behavior that can whittle away at the healthy foundation of a team.

Responsibilities

  • Develop, plan and implement programs and procedures for animal services code enforcement field operations, shelter operations, office activities, volunteer programs & veterinary/medical programs.
  • Ensure that assigned areas of responsibility are performed within budget. Perform cost control activities, monitors revenues and expenditures to ensure sound fiscal control; Prepare annual budget requests; ensure effective & efficient use of budgeted funds, personnel, materials, facilities & time.
  • Schedule inspections, follow up on violations, and, if necessary, research to locate and identify owners; Notify owners of violations observed and issues citations.
  • Patrol the city for animal violations.
  • Complete administrative duties by answering phone calls; provide information to public and other departments as requested; compile various reports; complete documents and forms and maintain records.
  • Perform departmental specific functions by attending to animals in the shelter, picking up strays, urban wildlife and dead animals. Provide and conduct euthanasia services and dispatch service requests.
  • Function as a lead worker and provide guidance, instruction and feedback to animal services staff, volunteers and community service workers.
  • Respond to customer requests for service in the field, treating every customer with importance and delivering prompt and accurate service.
  • Provide customer service to the public by developing and implementing community and school education programs; assist other departments with community functions; participate in neighborhood programs.
  • Maintain current animal control license by attending continuing education classes.
  • Work after-hours, on-call rotation as required.
  • Provides animal care by ensuring that vaccination and deworming is done properly; providing baths to animals; feeding all animals and maintaining dietary control; cleaning cages and spraying environments to kill and prevent pests and infectious agents; and providing transportation for animals.
  • Impounds animals by locating animals in the wild within the Cibolo city limits and containing them; receiving animals from citizens; assessing the health and identity of animals; checking animals for features to assist with documentation and profiling; taking pictures of animals and filing reports; inspecting animals for health concerns and taking appropriate action with doctors; and maintaining clean and accurate records for the shelter.
  • Leads and assists in the investigation of animal cruelty cases by acquiring information from informers and handling complaints; moving to locations of incidents to examine and evaluate the circumstances; interacting with and maintaining professionalism with alleged perpetrators when possible; examining animals for signs of cruelty and abuse; and ensuring that all animals are being treated safely and with respect.
  • Performs animal ownership and exchange duties by filing paperwork for adoption; handling funds for necessary expenses regarding transfer of animal ownership; interacting with owners to determine eligibility; investigating surrender cases to determine animal health and temperament; and providing receipts and health certificates when applicable.
  • Transports and manages animals by locating and handling animals in the wild; determining danger of animals and either capturing or exterminating them based on professional evaluation; cleaning roadkill and picking up carcasses; disposing of dead animals when applicable; and assisting injured animals and providing them shelter if possible.
  • Restraining animals up to 200 pounds intermittently, lifting animals up to 50 pounds, and lifting animals over 50 pounds with help.
  • Attend staff meetings, participate in department functions like an open house, community efforts, and special events. Be prepared to present topics at the occasional staff meetings.
  • Moving animals from cage to cage, inside to outside, room to room.
  • Perform all other duties as assigned.
