About The Position

Precise Systems is seeking a Senior Advisor to support a U.S. Navy customer. This program focuses on providing readiness and sustainment support to enhance operational availability and mission effectiveness while managing costs and optimizing resources. The role involves utilizing collaborative, data-driven operating models that encompass end-to-end readiness ecosystems, including operations, maintenance, engineering, supply chain, manpower/training, and financial management. AI-enabled approaches are desired to improve the speed, scale, and consistency of analysis and decision support. Key tasks include producing readiness assessments and decision-support products, establishing and maintaining readiness metrics and reporting, and integrating data from various sources to deliver actionable analytics and dashboards. Advanced analytics and AI/ML techniques such as forecasting, anomaly detection, and natural language processing of maintenance narratives will be employed to identify readiness drivers and constraints, improve predictive analytics, and inform trade-off decisions balancing near-term readiness with longer-term capability objectives, including Fleet legacy platform/systems sustainment and modernization transitions. This position is contingent upon contract award.

Requirements

Bachelor’s degree in computer science, information systems management, mathematics, physics, operations research, statistics, or engineering from an accredited college or university, or equivalent specialized experience.
Fifteen (15) years of related experience.
Of the fifteen years of related experience, twelve (12) years must be direct experience in the following concentration area(s): (1) Readiness (TMS): Supports the generation of readiness for CVNs or TMSs. Working knowledge of the training and provider processes that generate PESTO readiness. (2) Strategic Planning: Supports common strategic planning models and their applications. Working knowledge of strategic planning processes/disciplines in use across organizations in corporate/industry and military.
Must have an active DoD Secret Clearance or higher.
Must be a U.S. Citizen.
Must be able to obtain and maintain a Secret security clearance.

Nice To Haves

Prior military experience as a Commissioned Officer and/or senior level DoD government experience (GS14-15, O5-O6) may be considered favorably.
AI-enabled approaches are a desired element of the solution to improve the speed, scale, and consistency of analysis and decision support.
Advanced analytics and, where appropriate, AI/ML techniques (e.g., forecasting, anomaly detection, natural language processing of maintenance narratives) are used to identify readiness drivers and constraints, improve predictive analytics, and inform trade-space decisions.

Responsibilities

Serves as a senior advisor to the Government and provides support to the customer on program/project operations.
Determines the adequacy and acceptability of evolving program/project plans and change management strategies, and molds processes and operations to improve the customer business methodology.
Applies knowledge of business management principles, organizational structures, and information management techniques to formulate long- and short-term management plans designed to achieve the outcomes desired by the organization.
Analyzes in-place business, operational, and financial processes and management relationships.
Identifies and recommends programmatic approaches to re-define, plan, organize, design, develop, and modify current practices and processes.
Develop program/project plans, guidelines, and controls.
Performs tasks that require both practical experience and theoretical, state-of-the-art, technical knowledge in a specialty area.
Must demonstrate a broad scope of expertise sufficient to support an entire domain of client operations-maintenance & supply chain management, total force management.
Responsible for working to develop the strategic direction, vision, and mission for the program.
Provides insight and advice concerning strategic direction and applicability of up to date, industry standard practices.
Responsible for developing high-level vision with the program/project manager and senior client leadership to influence objectives of complex efforts.
