About The Position

Precise Systems is seeking a Senior Advisor to support a U.S. Navy customer. This program focuses on providing readiness and sustainment support to enhance operational availability and mission effectiveness while managing costs and optimizing resources. The role involves utilizing collaborative, data-driven operating models that encompass end-to-end readiness ecosystems, including operations, maintenance, engineering, supply chain, manpower/training, and financial management. AI-enabled approaches are desired to improve the speed, scale, and consistency of analysis and decision support. Key tasks include producing readiness assessments and decision-support products, establishing and maintaining readiness metrics and reporting, and integrating data from various sources to deliver actionable analytics and dashboards. Advanced analytics and AI/ML techniques such as forecasting, anomaly detection, and natural language processing of maintenance narratives will be employed to identify readiness drivers and constraints, improve predictive analytics, and inform trade-off decisions balancing near-term readiness with longer-term capability objectives, including Fleet legacy platform/systems sustainment and modernization transitions. This position is contingent upon contract award.

Requirements

  • Bachelor’s degree in computer science, information systems management, mathematics, physics, operations research, statistics, or engineering from an accredited college or university, or equivalent specialized experience.
  • Fifteen (15) years of related experience.
  • Of the fifteen years of related experience, twelve (12) years must be direct experience in the following concentration area(s): (1) Readiness (TMS): Supports the generation of readiness for CVNs or TMSs. Working knowledge of the training and provider processes that generate PESTO readiness. (2) Strategic Planning: Supports common strategic planning models and their applications. Working knowledge of strategic planning processes/disciplines in use across organizations in corporate/industry and military.
  • Must have an active DoD Secret Clearance or higher.
  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a Secret security clearance.

Nice To Haves

  • Prior military experience as a Commissioned Officer and/or senior level DoD government experience (GS14-15, O5-O6) may be considered favorably.
  • AI-enabled approaches are a desired element of the solution to improve the speed, scale, and consistency of analysis and decision support.
  • Advanced analytics and, where appropriate, AI/ML techniques (e.g., forecasting, anomaly detection, natural language processing of maintenance narratives) are used to identify readiness drivers and constraints, improve predictive analytics, and inform trade-space decisions.

Responsibilities

  • Serves as a senior advisor to the Government and provides support to the customer on program/project operations.
  • Determines the adequacy and acceptability of evolving program/project plans and change management strategies, and molds processes and operations to improve the customer business methodology.
  • Applies knowledge of business management principles, organizational structures, and information management techniques to formulate long- and short-term management plans designed to achieve the outcomes desired by the organization.
  • Analyzes in-place business, operational, and financial processes and management relationships.
  • Identifies and recommends programmatic approaches to re-define, plan, organize, design, develop, and modify current practices and processes.
  • Develop program/project plans, guidelines, and controls.
  • Performs tasks that require both practical experience and theoretical, state-of-the-art, technical knowledge in a specialty area.
  • Must demonstrate a broad scope of expertise sufficient to support an entire domain of client operations-maintenance & supply chain management, total force management.
  • Responsible for working to develop the strategic direction, vision, and mission for the program.
  • Provides insight and advice concerning strategic direction and applicability of up to date, industry standard practices.
  • Responsible for developing high-level vision with the program/project manager and senior client leadership to influence objectives of complex efforts.
