About The Position

Plan Canada is seeking an experienced, strategic, and relationship-driven Senior Advisor, PPP to lead the design, structuring, and management of high-impact public–private partnerships across priority geographies, including sub-Saharan Africa, East Africa, and Latin America. This senior, high-visibility role will position Plan Canada as a trusted convener and implementation partner for complex, multi-stakeholder initiatives. Operating at the intersection of international development programming, corporate strategy, ESG performance, and innovative development finance, the Senior Advisor will engage C-suite corporate executives, bilateral donors (notably Global Affairs Canada), foundations, and multilateral institutions to unlock catalytic investment aligned with sustainable development outcomes. Working in close partnership with the VP, International Programs & Business Development, the Senior Advisor will be directly accountable for driving revenue, building and managing a robust PPP pipeline, mobilizing blended finance resources, and leading cross-functional teams toward transformative partnership outcomes. The individual must strive in a fast-paced environment, be result driven, agile and skilled at negotiations.

Requirements

  • 10–15 years of progressive experience in international development, private sector engagement, or corporate partnerships
  • Demonstrated experience designing and managing complex public–private partnerships or multi-stakeholder initiatives
  • Proven track record in resource mobilization, including securing funding from bilateral, multilateral, or private sector sources
  • Experience engaging with donors such as Global Affairs Canada (GAC) and familiarity with Canadian ODA frameworks
  • Strong experience building relationships with senior corporate stakeholders across sectors (e.g. mining, energy, financial services, agriculture)
  • Experience working in or with countries in Africa, Asia, or Latin America
  • Strong understanding of PPP models, blended finance, and ESG frameworks
  • Ability to develop investment cases and align development outcomes with corporate priorities
  • Experience in program design, including results frameworks, Theories of Change, and gender-responsive approaches
  • Excellent stakeholder engagement, negotiation, and partnership management skills
  • Strong communication skills, with the ability to influence both corporate and development audiences
  • Ability to work in fast-paced, complex, and matrixed environments with a high degree of autonomy
  • Master’s degree in international development, business administration, economics, public policy, finance, or a related field
  • Applicants must be eligible to work in Canada for the duration of the work term. Proof of eligibility will be required.

Nice To Haves

  • Relevant professional certifications (e.g. PMP, ESG, impact investing, blended finance) are considered an asset
  • Experience structuring blended finance or impact investment vehicles
  • Familiarity with development finance institutions (e.g. FinDev Canada, IFC, FMO)
  • Experience in sectors relevant to Plan Canada's PPP focus: agriculture, WASH, education, health, climate adaptation, or economic empowerment
  • Fluency in French or Spanish

Responsibilities

  • Identify high-value partnership opportunities aligned with corporate ESG priorities, donor agendas, and Plan Canada's programmatic focus
  • Develop and manage a forward-looking PPP pipeline, tracking opportunities from identification through design to implementation
  • Position Plan Canada as a credible convener and thought leader in PPPs and blended finance
  • Provide strategic advice to senior leadership on private sector trends and partnership opportunities
  • Build, manage, and deepen long-term PPP relationships with corporate partners in mining, energy, infrastructure, financial services, technology, agriculture, and supply chain
  • Lead high-level engagement with C-suite executives, ESG and sustainability leads, and corporate social investment functions from Canadian corporate prospects
  • Develop compelling, evidence-based value propositions linking development outcomes to corporate imperatives: risk mitigation, ESG performance, and social licence to operate
  • Cultivate relationship with Global Affairs Canada (GAC), multilateral institutions, impact investors, and development finance institutions (DFIs) and major Foundations
  • Negotiate and finalize partnership agreements, MOUs, and co-investment frameworks
  • Lead the conceptualization and structuring of PPP programs, defining shared-value approaches that deliver meaningful benefits for all stakeholders.
  • Collaborate with Plan International Country Offices and technical teams to ensure designs are contextually grounded, gender-transformative, and operationally feasible
  • Integrate cross-cutting priorities such as gender equality, safeguarding, child protection, climate resilience, youth engagement, and local economic development as non-negotiable design elements
  • Oversee program documentation standards to meet the requirements of corporate, donor, and implementation partners
  • Lead development of high-quality PPP proposals, investment cases, and concept notes for GAC and other bilateral/multilateral donors and corporate investors
  • Structure and negotiate blended finance mechanisms: co-investment models, results-based financing, impact investment approaches, and sustainability-linked instruments
  • Under the guidance of the Director, Innovative Finance, explore and pilot innovative financing tools such as sustainability bonds, carbon finance mechanisms, gender-lens investing, and impact funds.
  • Manage a personal resource mobilization target set in coordination with the VP, contributing to organizational revenue goals
  • Monitor donor landscapes, funding windows, and RFP calendars to position Plan Canada competitively
  • Champion a cross-functional approach to PPP development, engaging Programs, Business Development, Corporate, Finance, Legal, Communications, and Country Office teams
  • Build PPP capacity across the organization through training, coaching, tools, and knowledge systems
  • Facilitate global collaboration across the Plan international Federation including aligning between headquarters strategy and country-level implementation, ensuring coherence and local ownership and maximising smooth collaboration with other National Offices within the Plan Federation
  • Contribute to team growth, including onboarding of staff or consultants as needed
